Quiprocó Filmes will host the II Goitacá International Film Festival from August 06 to 11, 2026, in Campos dos Goytacazes, Brazil.

The festival aims to promote and disseminate Brazilian and international independent cinema through screenings, debates, and exchanges among audiences, filmmakers, producers, industry professionals, curators, exhibitors, distributors, and critics. The in-person and free event comprises the International Competitive Program, Brazilian Competitive Program, Zezé Motta Program (focused on ethnic-racial and gender diversity), Olhares do Interior Program (featuring films produced in the interior regions of Rio de Janeiro), the Cabrunquinho Program (dedicated to children and youth films) as well as the Futuro do Clima (Future of the Climate) Informative Showcase.

The Festival also includes a Workshop and training activities; the Goitacá Cine Market, providing opportunities for the creative development of new audiovisual projects and business meetings focused on facilitating new film projects; and the North and Northwest Fluminense Cinema and Audiovisual Seminar, featuring debates, conferences, and lectures.

The II Goitacá Int’l Film Festival will grant the Cabrunco Trophy to the winning films of the competitive sections, as well as to films selected in parallel and special sections.

Cash prizes and/or other forms of recognition may be offered by the Festival’s partners, sponsors and supporters. Responsibility for granting and disbursing such prizes lies exclusively with the partner entities, and the Organizing Committee shall bear no financial or administrative liability in relation to these awards.

Trophies will be presented exclusively during the Festival’s closing and awards ceremony. If the filmmaker or the legal representative of the work is not present at the ceremony, shipment of the trophy may be requested at a later date, provided that the interested party fully covers all shipping, transportation and related costs. The Festival shall not be responsible for shipping expenses, nor for any loss or damage occurring during transportation.

Regulations for the Competitive Sections – 2026
These regulations establish the criteria and guidelines for the selection of Brazilian and international short and feature-length films for exhibition in the competitive and non-competitive sections of The II Goitacá Int’l Film Festival, organized by Quiprocó Filmes, scheduled to take place from August 6 to 11, 2026, in Campos dos Goytacazes, Rio de Janeiro, Brazil.

OBJECT

1.1. The II Goitacá Int’l Film Festival aims to promote and disseminate independent Brazilian and international cinema through screenings, debates, and exchanges among audiences, filmmakers, producers, market players, curators, exhibitors, distributors, and critics. The free, in-person event is composed of the following sections: Brazilian Competitive Section, International Competitive Section, Zezé Motta Competitive Section, Olhares do Interior Competitive Section, Cabrunquinho Competitive Section (children and youth films), and the Futuro do Clima Non-Competitive Section. In addition to film screenings, the program includes Film and Audiovisual Seminar – Northern and Northwestern Rio de Janeiro, featuring panels, conferences, and talks; a Training Program offering free film and audiovisual workshops; and the Cine Market Goitacá, a space designed to foster a market environment focused on the development of new film projects and tourism experiences in cities across the northern and northwestern regions of the State of Rio de Janeiro.

SECTIONS

2.1. The II Goitacá Int´l Film Festival will be composed of the following sections:

Brazilian program
This competitive section for feature and short films will present a diverse selection of works, whether or not they have previously premiered in Brazil. Only fiction and documentary genres will be accepted. A Brazilian/national film is defined as one produced, financed, and made by a Brazilian production company, collective, or individual with an active Brazilian CNPJ, and/or that holds a Brazilian Product Certificate (CPB) issued by ANCINE. The curatorship will prioritize contemporary themes and innovative aesthetic approaches, valuing committed and engaging narratives.

International program

This competitive section for feature and short films will present a diverse selection of works, whether or not they have previously premiered in Brazil or abroad. Only fiction and documentary genres will be accepted. An international/foreign film is defined as one produced and financed by a production company, collective, or individual based outside Brazil and not meeting the criteria for Brazilian certification. Productions of any foreign nationality may apply. Co-productions with Brazilian filmmakers are also eligible. The curatorship will prioritize contemporary themes and innovative aesthetic approaches, valuing committed and engaging narratives.

Zezé Motta program

This section pays tribute to actress and singer Zezé Motta, a native of Campos dos Goytacazes. It will present a diverse competitive selection of feature and short films, whether or not previously premiered in Brazil. This section is dedicated to strengthening ethnic-racial diversity and representation in Brazil, including the promotion of Black, Indigenous, Asian, and other historically underrepresented groups within Brazilian audiovisual production. Only fiction and documentary genres will be accepted.

Olhares do Interior program

This competitive section for feature and short films is dedicated to showcasing audiovisual works produced in the interior of the State of Rio de Janeiro, strengthening the dissemination of audiovisual production throughout the country and encouraging the emergence of new talents. Eligible works are those whose production (shooting, production, or post-production) occurred wholly or partially in municipalities located outside the Metropolitan Region of the State of Rio de Janeiro, as well as productions whose teams are predominantly composed of residents of these regions.

Cabrunquinho program

This competitive section for feature and short films is dedicated to children and youth audiences. It offers a space for young audiences to experience a film festival environment, including films suitable for the whole family. Exclusively in this category, all film genres will be accepted. Priority will be given to productions rated GENERAL AUDIENCE.

Futuro do Clima program

This non-competitive section for feature and short films will present a diverse selection of works, whether or not previously premiered in Brazil. Brazilian productions that address, directly or indirectly, socio-environmental themes related to the challenges, specificities, and dynamics of Brazilian territories will be accepted. Themes may include, but are not limited to, climate change, natural resource management, socio-environmental justice, public policies, development models, urban impacts, sustainability, contamination, mobility, economic activities, and cultural practices related to natural spaces. The curatorship will evaluate thematic relevance and narrative strength.


ELIGIBILITY AND SUBMISSIONS

3.1. Brazilian and international filmmakers may participate free of charge.

3.2. Each filmmaker may submit an unlimited number of films, provided that they meet the following requirements:

Films produced from January 2025 onward;

Feature films: minimum length of 70 minutes, including credits;

Short films: maximum length of 30 minutes, including credits;

For accessibility purposes, all selected films with dialogue must be delivered with Portuguese (Brazil) subtitles or SDH subtitles (Subtitles for the Deaf and Hard of Hearing), in compliance with accessibility guidelines. Subtitles are the sole responsibility of the applicants. Failure to provide adequate accessibility or to deliver the subtitled file within the established deadline may result in disqualification.

3.3. Filmmakers may voluntarily submit an ethnic-racial self-declaration, as set forth in Annex I of these regulations, used exclusively for statistical, curatorial, and diversity-promotion purposes, in accordance with Lei Geral de Proteção de Dados (LGPD) – Brazilian General Data Protection Law (Brazilian regulation). This information will not be used to restrict participation or cause any form of negative discrimination.

3.4. Films submitted to the Olhares do Interior Section must provide proof or declaration of residence of the filmmakers confirming residence in the interior of the State of Rio de Janeiro. The document must be attached to the registration form.

3.5. All Brazilian films selected must present the mandatory registrations required for temporary exhibition at festivals, including Age Rating Certification issued by the Ministry of Justice (DEJUS) and the Brazilian Product Certificate (CPB) issued by ANCINE. International films must also present an Age Rating Certification. The age rating provided by the applicant may be reviewed and adjusted by the curatorship if it does not comply with official Brazilian guidelines.

3.6. The following works are not eligible:
Institutional or corporate promotional content;
Content intended for political campaigns or party-related activities;
Works that violate third-party rights, including intellectual property rights;
Content that violates public order;
Content that causes harm to human, animal, or environmental health;
Content associated with child labor, forced labor, or degrading labor;
Content promoting personal publicity of public authorities or government entities.

3.7. The organization reserves the right to disqualify works containing racist, misogynistic, transphobic, ableist, fatphobic, or any other form of discriminatory, violent, or human-rights-violating discourse.

4. SUBMISSION PROCESS

4.1. Submissions will be made online and free of charge, from January 12 to February 20, 2026.

4.2. Screening links for the film and trailer (if available) must be hosted exclusively on video-sharing platforms Vimeo or YouTube, with viewing and download permissions enabled. Please provide the access password, if applicable.

4.3. The person responsible for the submission will also be the official contact for all communications related to the submitted work with the Festival.

4.4. No screening fees or exhibition rights will be paid to films selected or invited to participate in the Festival.

5. SELECTION
5.1. Films will be selected by the Curatorial Committee, composed of professionals with recognized expertise and research experience in cinema, with no ties to any of the competing films. The results will be announced to the community by July 2026.

5.2. Selected productions must authorize the donation of one copy of their audiovisual work to be incorporated into the collection of Cine Darcy UENF, under the commitment that it will be used strictly for cultural, non-commercial purposes, and only with prior consultation and authorization from the film’s representatives.

5.3. Initially, selected films must submit their screening copies according to the following technical specifications: Resolution: 1920×1080; (Full HD) Video codec: H.264; File format: MP4; Frame rate: 24, 25, 29.97, or 30 fps; Audio channels: Stereo (2.0) or Surround (5.1); Maximum file size: 5 GB. All files will be tested by the Festival after the transfer process.

5.4. If the submitted material is not approved, the participant must be prepared to resend a new version, following the specifications provided by the Festival’s technical team, within 72 hours of being contacted by the Festival production.

5.5. The organization of The II Goitacá Int´l Film Festival will send an official notice, via the Festival’s curatorial email, to the selected films, containing all technical guidelines for the delivery of the final screening file, any additional requested materials, and other administrative requirements. Failure to comply with the deadlines established in this notice may result in the disqualification of the film. Therefore, it is essential that applicants provide regularly used email addresses and contact information at the time of submission and remain attentive to communications from the Festival organization.

5.6. In order to promote diversity and equity in the curatorial process, the Curatorial Committee may assign additional points to works authored by filmmakers from diverse sociocultural and identity backgrounds, including ethnic-racial diversity, gender and sexual diversity, or from historically marginalized and underrepresented groups.

6. COPYRIGHT, IMAGE RIGHTS AND INTELLECTUAL PROPERTY
6.1. Ownership of the Work: The applicant declares, for all legal purposes, to be the legitimate owner of the audiovisual work submitted or to be duly authorized by the holders of the economic and moral rights involved, including but not limited to screenplay, direction, soundtrack, images, additional archives, characters, performances, and any other elements protected under copyright law (Brazilian Copyright Law No. 9.610/1998).
The applicant also declares that they hold all necessary authorizations for the use of image and voice of all participants in the work and assumes full responsibility for any violation of third-party rights.

6.2. Non-Exclusive License for Festival Exhibition: By submitting the work, the applicant grants The II Goitacá Int’l Film Festival, free of charge, on a non-exclusive, non-transferable, irrevocable basis and without assignment of ownership, the authorization to:
a) exhibit the work in the Festival’s competitive, non-competitive and official screenings;
b) conduct up to two additional screenings during the Festival dates, if required for programming purposes;
c) use excerpts of the work, limited to up to 30 seconds or 10% of its total duration (whichever is shorter), exclusively for institutional and promotional purposes of the Festival, in digital, printed, television media and partner platforms, always on a non-commercial basis.

6.3. Donation of a Copy to the Cine Darcy (UENF) Collection: The applicant authorizes the Festival to provide a digital copy of the work to the Cine Darcy/UENF collection, exclusively for cultural, educational and research purposes, with any form of commercial exploitation strictly prohibited.

6.3.1. Any public exhibition of the work by the collection shall depend on prior and express authorization from the applicant, fully preserving copyright and the integrity of the work.

6.4. Use of Promotional Materials: By submitting the work, the applicant authorizes the free use of photographs, posters, stills, film excerpts, trailers and other promotional materials provided, solely for institutional and promotional purposes of the Festival.

6.4.1. The Festival undertakes not to alter or modify the submitted work or materials, respecting the integrity of the artistic creation.

6.5. Liability for Copyright Infringements: The applicant assumes exclusive responsibility for any dispute, claim or litigation related to copyright, intellectual property, image rights, soundtrack rights or related violations, fully holding harmless The II Goitacá Int´l Film Festival, Quiprocó Filmes, its partners and sponsors from any liability, fines, compensation or obligations arising therefrom.

6.6. Works Produced Using Artificial Intelligence (AI): In cases where the work involves the use of Artificial Intelligence tools, the applicant declares that:
a) AI was used solely as a creative tool and does not constitute co-authorship;
b) all AI-generated elements comply with third-party copyright and image rights;
c) they are able to demonstrate, if requested, the originality of the materials used.

6.7. Protection of the Integrity and Moral Rights of the Work: The Festival undertakes to screen the work without unauthorized cuts or alterations, preserving its original form and respecting the author’s moral rights, pursuant to Article 24 of Brazilian Copyright Law No. 9.610/1998.

7. IMAGE AND VOICE RIGHTS
7.1. Authorization for Use of Image, Voice and Name: By submitting the audiovisual work, the applicant authorizes The II Goitacá Int'l Film Festival, free of charge, on a non-exclusive basis and without territorial limitation, to use the name, image and voice of the filmmakers, technical crew, cast and other participants of the work, exclusively for institutional, promotional and publicity purposes of the Festival, through graphic, digital and audiovisual materials, social media, press releases, catalogs, interviews and any other communication channels related to the event.

7.2. Responsibility for Internal Authorizations: The applicant declares that they hold all valid and sufficient authorizations for the use of image and voice of actors, extras, interviewees, children and adolescents, professionals and third parties appearing in or contributing to the audiovisual work, in accordance with Articles 20 and 21 of the Brazilian Civil Code, the Child and Adolescent Statute and applicable legislation.

7.2.1. The applicant assumes full responsibility for any claim, demand or litigation arising from the absence of such authorizations, holding the Festival and its organizers harmless from any legal or financial liability.

7.3. Use of Image of Festival Participants and Guests: Participation of filmmakers in interviews, debates, panels, workshops or official Festival events implies authorization for the use of their image, voice and name for institutional and promotional purposes of the Festival, free of charge and without territorial limitation, with full respect for the participant’s honor, dignity and integrity.

7.4. Minors and Vulnerable Persons: In cases where the work includes the participation of minors or persons in vulnerable situations, the applicant declares that they hold all legally required authorizations from guardians, institutions or competent authorities and assumes full responsibility for the validity and regularity of such documentation.

7.5. Limitations on Use by the Festival:
The Festival undertakes to:
a) use images, names and voices exclusively for institutional, educational, cultural and promotional purposes of the event;
b) not commercialize, license or economically exploit the image of any participant;
c) respect the moral integrity of those involved, prohibiting any vexatious, discriminatory, offensive or decontextualized use.

7.6. Subsequent Non-Commercial Screenings: In cases of cultural partnerships, film clubs, academic or social institutions, any subsequent screenings of the work shall require prior and express authorization from the applicant, ensuring respect for the image and voice rights of the participants, except in the case of institutional promotional events of the Festival itself.

7.7. Works Using Artificial Intelligence and Image Rights: In cases where the work uses Artificial Intelligence tools that reproduce or simulate the image, voice or appearance of real persons, the applicant declares that:
a) they have obtained the appropriate authorizations from the individuals whose elements were used;
b) no materials infringing third-party rights were used;
c) they assume full responsibility for the ethical and legal use of such technologies.

​​8. USE OF ARTIFICIAL INTELLIGENCE IN AUDIOVISUAL WORKS
8.1. Audiovisual works that use Artificial Intelligence (AI) tools at any stage of the creative process will be accepted, provided that the work is original and that AI is used solely as an auxiliary tool, and is not recognized as the author or co-author of the work.

8.2. The applicant declares that they hold all copyright and usage rights to any materials generated or transformed through AI and assumes full responsibility for the legality of the sources used, including datasets, image banks, soundtracks, voices, models, photographs or any other elements employed in the creation of the work.

8.3. The applicant warrants that the use of AI tools does not infringe copyright, image rights, voice rights, personality rights, intellectual property rights or any third-party rights, and assumes exclusive responsibility for any claims, complaints, notices or litigation arising from the work.

8.4. In cases where AI is used to simulate, recreate or alter faces, voices, biometric characteristics, images or performances of real persons, the applicant declares that they hold all required legal authorizations, including the express consent of the individuals involved or their legal representatives, under penalty of disqualification and legal liability.

8.5. The Festival may, at any time, request documentation proving the originality of the work and the lawful use of AI-generated or AI-processed materials, including authorizations, licenses, contracts or specific declarations, under penalty of disqualification.

8.6. The use of AI shall not constitute an automatic advantage or disadvantage in the evaluation by the Curatorial Committee. Assessment will continue to be based on the artistic, narrative, technical, ethical and conceptual criteria established by the Festival.

8.7. Works that use AI in ways that promote discrimination, reinforce stereotypes, replicate harmful biases, produce misleading deepfakes or create content that violates fundamental rights may be disqualified at the discretion of the Organizing Committee.

8.8. The applicant undertakes to declare, at the time of submission, whether or not the work uses Artificial Intelligence, at which stage of the process, and for what purpose, ensuring transparency and compliance with the Festival’s ethical guidelines.

9. USE OF THE QUIPROCÓ FILMES BRAND BY PARTICIPANTS
9.1. Acknowledgment and Mandatory Credit: Applicants and filmmakers of selected works agree to clearly and appropriately credit The II Goitacá Int’l Film Festival, as well as the Quiprocó Filmes brand, in all public communications related to the participation of the work in the Festival, including press releases, social media posts, posters, promotional materials, websites, interviews and professional portfolios, in accordance with the visual identity standards established by the organization.

9.2. Proper Use of the Brand: The Quiprocó Filmes brand must be used respectfully, in accordance with its official spelling, and without any modification, distortion, addition of elements, improper stylization or use in compositions that may compromise its integrity or institutional purpose.

9.2.1. The Festival may provide visual identity guidelines or a brand manual when necessary.

10. AWARDS
10.1.

The II Goitacá International Film Festival will grant the Cabrunco Trophy to the winning films of the competitive sections, as well as to films selected in parallel and special sections.

10.2.

Cash prizes and/or other forms of recognition may be offered by the Festival’s partners, sponsors, and supporters. Responsibility for granting and disbursing such prizes lies exclusively with the partner entities, and the Organizing Committee shall bear no financial or administrative liability in relation to these awards.

10.3.

Trophies will be presented exclusively during the Festival’s official closing and awards ceremony. If the filmmaker or the legal representative of the work is not present at the ceremony, shipment of the trophy may be requested at a later date, provided that the interested party fully covers all shipping, transportation, and related costs.

The Festival shall not be responsible for shipping expenses, nor for any loss or damage occurring during transportation.

11. PERSONAL DATA PROCESSING – DATA PROTECTION LAW (LGPD)
11.1. In accordance with Brazilian Law No. 13.709/2018 (General Data Protection Law – LGPD), The II Goitacá Int’l Film Festival will process the personal data provided by applicants during the submission process — including sensitive data such as ethnic-racial self-identification — exclusively for the purposes of submission, analysis, curation, selection, institutional communication and compliance with legal obligations related to the Festival.

11.2. Data processing will be carried out based on specific and explicit consent collected through the submission form. Data subjects may, at any time, request access to, correction, anonymization or deletion of their data, or revoke their consent, in accordance with Articles 18 and 11 of the LGPD.

11.3. Personal data will be stored only for the period necessary to fulfill the purposes set forth in these Regulations and will thereafter be securely deleted or anonymized. To exercise their rights as data subjects, participants may contact the Festival through its official channel: festivalgoitaca@quiprocofilmes.com.br.

12. GENERAL PROVISIONS

12.1. The Organizing Committee shall not be held liable for damage caused during the transportation of audiovisual works, for internet transmission failures, or for losses beyond the Festival’s control.

12.2. The Curatorial Committee reserves the right not to hold short or feature film screenings in any of its sections if the number of submissions in a given category is insufficient to constitute a curatorial selection. The realization of each screening therefore depends on the quantity and characteristics of the submitted films, and it is up to the curators to assess the relevance of organizing the corresponding program.

12.3. The filmmaker undertakes that the submitted audiovisual work is original, even if generated (in whole or in part) using Artificial Intelligence, and that AI is used exclusively as a creative tool, not as an author or co-author. The Festival’s Curatorial Committee reserves the right to assess each case individually. The use of AI does not result in any automatic advantage or disadvantage in the evaluation process, which remains based on originality, narrative quality and thematic relevance.

12.4. The person responsible for the submission declares, at the time of submission, that they are fully responsible for all rights related to the submitted work, including copyright, soundtrack rights and third-party image rights, and assumes exclusive legal responsibility for any claim, lawsuit or dispute arising from the exhibition or use of the films at The II Goitacá Int’l Film Festival, fully holding harmless Quiprocó Filmes and the Festival organizers from any third-party claims.

12.5. Printed materials, photographs and excerpts of the submitted and selected films may be used by the Festival organization and its partners for institutional promotional purposes across various media outlets.

12.6. If selected for competitive and/or non-competitive sections, the film may be screened within film club circuits, educational or social institutions, subject to prior authorization from the filmmaker. Such circuits operate in partnership with multiple locations and are strictly non-commercial in nature.

12.7. Submission of a production implies full acceptance of these Regulations.

12.8. This call may be revoked at any stage for reasons of administrative opportunity and convenience, duly justified, without giving rise to any right to claim or compensation of any kind by the participants.

12.9. Any questions must be submitted up to 72 hours prior to the submission deadline via email: festivalgoitaca@quiprocofilmes.com.br.

12.10. Any matters not expressly covered herein shall be resolved by the Organizing Committee.

13. COMPLIANCE, INTEGRITY AND LEGAL RISK MANAGEMENT
13.1. Commitment to Ethics, Integrity and Human Rights: The II Goitacá Int’l Film Festival reaffirms its commitment to the constitutional principles of human dignity, equality, artistic freedom, and the prevention of any form of discrimination, prejudice, violence or violation of human rights.

13.1.1. Participation in the Festival implies adherence to the ethical standards set forth in these Regulations and to good compliance practices applicable to the cultural sector.

13.2. Works Disqualified Due to Ethical or Legal Violations:
Works will be disqualified if they:
a) reproduce, encourage or romanticize practices of violence, discrimination, exploitation or violations of fundamental rights;
b) promote hate speech, racism, misogyny, LGBTQIA+ phobia, xenophobia, ableism, advocacy of crime, or violations of the rights of children and adolescents;
c) use the image, voice or personal data of third parties without proper authorization;
d) pose legal risks arising from violations of national laws or international treaties related to human rights, intellectual property or data protection.

13.3. Conduct of Participants and Representatives: Filmmakers, guests, film representatives and all other participants undertake to maintain ethical, respectful and professional conduct throughout all official Festival activities, including debates, interviews, workshops and public or online appearances.
Acts that threaten the physical or moral integrity of other participants, Festival staff or the public may result in removal from the program and prohibition from participating in future editions.

13.4. Prevention of Fraud, Plagiarism and Rights Violations: The applicant declares that the work does not constitute plagiarism, fraud, misappropriation, copyright or image rights infringement, nor does it use materials of illicit, unlicensed or unauthorized origin.

13.4.1. The Festival may request supporting documentation or conduct technical analysis whenever there is reasonable suspicion.

13.5. Legal and Regulatory Compliance: The applicant declares that the work complies with all legal standards applicable to audiovisual production, including but not limited to:
Copyright Law (Law No. 9.610/1998);
Brazilian Internet Civil Framework (Law No. 12.965/2014);
Child and Adolescent Statute;
General Data Protection Law – LGPD (Law No. 13.709/2018);
Regulations of the Ministry of Justice and Age Rating System (DEJUS);
ANCINE regulations, where applicable.

13.6. Public Exhibition and Technical Suitability: The Festival reserves the right to reject works that present operational, technical, reputational or legal risks to the event, its partners or the public, including works whose exhibition may cause material, technological, moral or safety-related harm.

13.7. Liability for Damages and Disputes: Responsibility for any legal dispute related to the production, distribution, image capture or use of protected content rests exclusively with the applicant.

13.7.1. The Festival and its organizers shall be fully held harmless from any damages, fines, disputes or claims arising from violations committed by applicants.

13.8. Cooperation in the Event of Notices or Claims: If the Festival is notified, summoned or otherwise involved in judicial or extrajudicial proceedings due to a submitted work, the applicant undertakes to:
a) immediately provide all necessary documentation;
b) assume legal defense and all related costs;
c) reimburse any losses incurred by the Festival.

13.9. Principle of Good Faith, Transparency and Cooperation: All Festival participants must observe the principles of good faith, loyalty, cooperation and transparency. Omission, misrepresentation or improper use of information may result in disqualification and prohibition from participating in future editions.

13.10. Internal Risk Assessment Prerogative: The Organizing Committee may, at its sole discretion, conduct reputational, legal, ethical or technical risk assessments of submitted works and may refuse or disqualify proposals whenever there is:
risk of harm to the Festival’s institutional image;
significant legal risk;
ethical or regulatory violations;
non-compliance with these Regulations.
