Moinho Cine Fest is organized by ANARTEM, a Cultural Association, and with support of União das Freguesias de Custóias, Leça do Balio e Guifões, a Civil Parish. It is an annual celebration of local, national and international cinema in Custóias, Leça do Balio and Guifões, Matosinhos, Portugal. The Ocean Coast Film Festival is a sister festival.

All themes and genres are accepted: animation, documentary, fiction, experimental, video art, fashion film, music video, dance film, video poetry, etc.

SCREENING FEES
We pay 0.05 EUR per second without credits to films in competition.

The maximum value of screening fee per film is:

Short Film: 90,00 EUR
Micro Film: 15,00 EUR
Nano Film: 3,00 EUR

PREAMBLE

It is an annual celebration of local, national and international cinema in Custóias, Leça do Balio and Guifões, Matosinhos, Portugal. The Ocean Coast Film Festival is a sister festival.

ARTICLE 1
(Objective)
The objectives of the Moinho Cine Festival are to celebrate and stimulate contemporary Portuguese and international cinema with monetary prizes and screening fees and to entertain, enrich and educate the public in the way they see the world and cinema through a diverse program coming from the five continents.

ARTICLE 2
(Date)
The 5th edition of Moinho Cine Fest will take place on the 14th, 15th and 16th of April 2023.

ARTICLE 3
(Sections)
1. Film entries are accepted in the competitive sections:
Short Film – Competition of Portuguese and international films with duration from 05:01 (mm:ss) to 30:00 (mm:ss) and produced in 2021 or 2022.
Micro Film – Competition of Portuguese and international films with duration from 01:01 (mm:ss) to 05:00 (mm:ss) and produced in 2021 or 2022.
Nano Film – Competition of Portuguese and international films with duration until to 01:00 (mm:ss) and produced in 2021 or 2022.
2. Moinho Cine Fest also has a Local section for films produced by associations based in the municipality of Matosinhos in 2021 or 2022 and with duration until to 05:00 (mm:ss).

ARTICLE 4
(Admission Conditions)
1. Film production in 2021 or 2022.
2. Directors of any age or nationality can participate.
3. All films themes and genres are accepted: animation, documentary, fiction, experimental, video art, fashion film, music video, dance film, video poetry, etc.
4. We don’t accept films that are defamatory, threatening, pornographic, racist, ethnically offensive, or otherwise violating Portuguese law. That is, films that are in any way inappropriate are banned.
5. There is no limit on the number of films that each participant can submit for the festival, as long as they respect the rules of this regulation.
6. There is no premiere policy and the films may be published online.
7. In the competitive sections, films made and produced by people connected to the organizing entity are not accepted.
8. It is the participant's responsibility to indicate the section in which the film is competing in the act of submission.

ARTICLE 5
(Subtitling)
1. The submitted films spoken in Portuguese are not required to be subtitled in english.
2. The submitted films spoken in another language must be subtitled in english.
3. The organization will translate and subtitle into Portuguese the films in competition spoken in another language.

ARTICLE 6
(Jury)
1. The Jury will consist of three individuals invited by the festival direction.
2. People who have direct interests in the production and/or exploitation of the films in competition cannot be part of the Jury.
3. The Jury’s constitution will be announced on the festival's website and social networks in a early 2023.

ARTICLE 7
(awards)
1. The Jury will award the following awards:
Best Film: 300 EUR + Trophy + Certificate
Best Portuguese Film: 200 EUR + Certificate
Best International Film: 200 EUR + Certificate
Best Mobile Film: 100 EUR + Certificate
Best Short Film: 100 EUR + Certificate
Best Micro Film: 100 EUR + Certificate
Best Nano Film: 100 EUR + Certificate
Best Local Film: 50 EUR + Certificate
2. The Public will award the following prize:
Best Children's Film: 50 EUR + Certificate
3. The Jury may decide to award Honorable Mentions.
4. The Jury and the Public will not award prizes ex aequo.
5. The Best Portuguese Film is awarted to film produced in Portugal or to film directed by Portuguese filmmaker.
6. The Best Mobile Film is awarded to film with images shooted with a smartphone or tablet. Sound can be recorded with other equipment.
7. The Best Children's Film Award is awarded to films spoken in Portuguese or silent films and suitable for children up to 10 years of age.
8. The means of payment for awards are:
Bank transfer: Only to Portuguese banks;

9. In countries where these means of payment do not work, the organizer cannot pay the exhibition fees.
10. The payment is made within 31 days after the end of the festival to an account indicated by the participant.


ARTICLE 8
(Screening Fees)

ARTICLE 9

(Submission)

The submission can also be made on the Festhome platform through the website https://festhome.com/festival/moinho-cine-fest from 23th of October 2022 until 23:59 on the 31st of December 2022.

It is mandatory to be submit through the Festhome platform, through the website https://festhome.com/festival/moinho-cine-fest from 00:00 on the 1st of June 2022 until 23:59 on the 31st of December 2022.

5. The submission fee applied to each film is:

6. There is a 10% discount for Festhome Pro members.
7. There are only fee waivers to Local Films. For this, the discount code must be requested by email: moinhocinefest@gmail.com
8. Payment of submission fee is made directly on the indicated platform.
9. The platform may charge other fees for its services.
10. The submissions fees are non-refundable.

ARTICLE 10
(Re-entry)
1. Accepts films submitted in previous editions but which were not selected and that comply with all the requirements of the current edition's regulations. To submit again, please, ignore the message: “You have previously submitted this project to this festival.”
2. Selected films from previous editions of the festival are not accepted.


ARTICLE 11
(Selection)
1. It is the responsibility of the festival direction to select all the films scheduled.
2. The results of the official selection will be communicated until January 15, 2023 by email and on the festival's website and social networks.
3. All selected films will receive a certificate of participation.

ARTICLE 12
(Screening Copy)
1. The screening copy must be in MP4 format and must be sent together with the following information to the catalog: Synopsis and one frame/still.
2. If the festival does not receive what was requested in previous point until January 31 2022, the film is automatically excluded from Moinho Cine Fest and another film is selected.
3. The festival may exceptionally accept screening copy in another format than that specified.

ARTICLE 13
(Copyright)
Copyright is the sole responsibility of its author.
1. Each participant will ensure that the films are his/her own, taking the responsibility for the content of the film and that the film does not infringe any copyright, related rights or industrial property rights of any third party.
2. In case of including people, each participant guarantees to have authorization of the same for their exhibition, being responsible for any violation of the right to the image, the reserve of the intimate life and others.

ARTICLE 14
(Guest)
1. The organizing entity may invite filmmakers to screen films in non-competition.
2. The organizer entity will not pay screening fees for guest films.
3. The copyright of the invited films is the responsibility of the authors.
4. All filmmakers in competition are invited to attend the Moinho Cine Fest.
5. The organization entity doesn’t pay for travel, accommodation, meals or other expenses associated with travel of participants. That is, if the participants wish to be present at Moinho Cine Fest, they will be entirely responsible for all costs associated.

ARTICLE 15
(Extensions)
1. If the film is awarded, it may be part of non-commercial screenings/extensions as part of the festival’s promotion.
2. These screenings are not entitled to payment of an exhibition fee.

ARTICLE 16
(Acceptance)
The participation in Moinho Cine Fest implies the reading of this Official Regulation as well as its acceptance.

ARTICLE 17
(Omissions)
The festival direction reserves the right to decide on cases not provided for in these Regulations as well as to make the necessary changes, giving timely notice to all interested parties.



  Festhome holds accountable fees festivals by holding the payment of the fees of most newer festivals until they have viewed the submissions, held their festivals and other methods.
