The festival will offer diverse program, featuring films of the famous directors, debutants and animation students from various countries, many of whom were awarded at numerous international animation festivals.
International Animated Film Festival "Tindirindis "- is not a commercial film scene. The festival's mission - to deliver the widest range of the animation world: the different styles, the schools work, to show the animation, which encourages creativity.
Artistic animation, author retrospectives, the films, which stimulate creativity. 16 years festival is running every year in Lithuania, showing the best non-commercial animation works from around the world. Competition programs include short and feature films for children, adults, experimental, student, debut, and music clips. Since 2018 new nomination - "Best Animadoc". From 2019, a new nomination "For the Best Work of Applied Animation" will be introduced, with the aim to introduce new animation forms: performances, interactive media works, applications, installations, advertisements, educational works, works of virtual reality. The purpose of the festival is to reveal the wide variety of animation, diversity and perspectives. During the festival we present retrospectives of animation masters, organizing meetings with viewers, animation workshops, Master classes for students and industry employees with famous animation creators from abroad and Lithuania.
4.1.The films included in the Festival program are evaluated by the international and the children's jury as well as the spectators, in accordance with the following nominations:
-The Grand-prix of Lithuanian Film;
-The Grand-prix of International Competition;
-The Best Animated Film for Children;
-The Best Debut;
-The Best Student Film;
-The Best full-length Film;
-The Best Abstract Experimental Animated Film;
-The Best Music Clip;
-Audience Prize;
-The Best-animated film produced by children (amateur film).
4.2. The jury awards the following prizes:
-Main prize for each nomination;
Special prizes and awards:
-Award for the best script.
-Award for the best direction.
-Award for the best soundtrack (music).
-Award for the best animation work.
-Prizes awarded by nongovernmental organizations and sponsors.

1.The status of the Festival
1.1. The 17th annual International Animation Film Festival “Tindirindis” will take place in 2019, from September 19 until December 22 in Vilnius (capital of Lithuania), Panevezys, Siauliai, Kaunas, Nida, Jurbarkas, Klaipeda, regions.

2.Main activity areas and objectives. The concept.
2.1. The Festival is an annual screening of the best works in world animation and all new Lithuanian animated films.
2.2. The festival is aimed at strengthening the awareness of foreign and Lithuanian animation artists that they belong to the same community, encouraging the recognition of differences and inspiring dialogue and collaboration among all EU countries.
2.3. The Festival encourages exchange of creative experience, search of new ideas, styles and technologies as well as integration of Lithuanian animation into the global cinema process.
2.4. To select and award the best animated films presented for the festival. Also, to award the best cartoons created in Lithuania, creating incentives for their authors.
2.5. To increase cartoon popularity by involving the public, to encourage the interest of children and young people in the art of animation and to stimulate their creative potential.
2.6. To encourage experience-sharing initiatives between Lithuanian and foreign animation directors, animators and teachers in the workshop.
2.7. To provide extra-curricular education and training opportunities for schoolchildren and youth by familiarising them with the basics of animation, cinema, art, theatre and scenography, revealing children's talents and skills in this area (potentially preparing them for future career choices). To organise extracurricular activities for children and youth.
2.8. The Festival features the following film screenings: competition and non-competition film screenings as well as a retrospective and an informative program.
2.9. The organizing committee appoints a professional selection committee consisting of five persons.
2.10. The organizer of the Festival designates a proficient jury consisting of persons representing different countries.
2.11. The organizer of the Festival designates a children's jury to determine the prizewinner in the nomination "Best animated film for children".
2.12. The organizer of the Festival appoints the chairman of the international jury and ratifies the jury regulation.
NB: the selection committee and the jury may not include people who have participated in the making or distribution of any film taking part in the competition screening.
3.Festival participants:
3.1. The festival will be open to all professional animation filmmakers from around the world who submit a programme in keeping with the regulations of the event as well as an entry form.
3.2. The main programme of the festival will consist of professional animation films. Animation films created by children and amateurs will be included in a separate programme.
4.Nominations and prizes.
4.1. The films included in the Festival program are evaluated by the international and the children's jury as well as the spectators, in accordance with the following nominations:

- The Grand-prix of International Competition;
- The Best Animated Film for Children;
- The Best Debut;
- The Best Student Film;
- The Best full-length Film;
- The Best Abstract Experimental Animated Film;

5. Contest programme requirements:
Films must comply with all the requirements raised for animated film. Films will be divided into the following categories:
A- Short film.
B- And feature-length films (more than 52 min.).
C- Debut films (a confirmation from the studio is required that this is the director's first film).
D- Student film.
E- Informational and feature films.
F- Didactical and educational films.
G- TV animation series.
H- Films created in Lithuania (these films are included in the above-mentioned categories, but at the end of the competition the panel will select the best Lithuanian film).
I- Films created and produced by children.
J- Films created and produced by amateurs.
K- Abstract Experimental Animated Films.
L- Music Clips.
6. Film selection conditions.
6.1. The selection committee selects films for the Festival program. The decisions of the selection committee are indisputable.
6.2. The organizer of the Festival reserves the right to include films of high artistic value, that for outer reasons have not been submitted for selection in due time, into the Festival program.
6.3. Only films finished after January 1, 2017 are accepted for selection to competition program.
6.4. Any animated film made in any animation technique, frame by frame or computer-made, may take part in the competition screening.
Films that have received awards in other forums, may take part in the competition.
7.Noncontest programme requirements:
The noncontest programme will consist of several parts:
Part 1: films sent by artists to the festival, but not selected for the contest categories after the primary selection by the panel, which still merit to be shown to the participants and audiences at the festival.
Part 2: retrospectives of animation classics with accompanying narrations and other visual material.
Part 3: the programmes of famous animation artists (e.g. a member of the panel), which they are invited to present at the festival.
Part 4: a programme of specific subject films compiled by the organisers on the basis of the festival slogan.
Part 5: information clips and documentaries about the cartoon-making process, cartoonists and animation studios, presentations of new animation systems, software and latest technologies.
8.Film submitting.
8.1.For the selection committee the films must be submitted on a on-line. It is possible to send a password-protected video link of your films (to download for selection), or by We Transfer (or DVD, details agreed with festival organizer).
8.2.The films must be either dubbed or subtitled in English.
8.3. Along with a password-protected video link (DVD/film) must be submitted:
- A filled application form,
- Photos of the authors of the film (tiff or jpg, min. 600x600 pixels),
- 3 stills from the film (tiff or jpg),
- Biographies and filmography of the authors of the film,
- An annotation about author rights to the film,
- Dialogue lists.

The DVD submitted for selection will not be returned.
8.4. All applications and films (password-protected video link or DVDs) must be submitted to the Festival not later than June 20, 2019, by the address:

8.5. The organizer of the Festival will inform on the results of the selection after August 15, 2019.
8.6. Films chosen for the Festival program must be submitted not later than August 30, 2019 on screening.
8.7. The value of mail or avion luggage packages must not be specified neither on the package itself nor on the invoice, there must be a marking: „NO COMMERCIAL VALUE - FOR CULTURAL USE ONLY”.
In order to avoid any delays of mail and other kinds of shipment in the process of film submitting.
8.8. The organizer of the Festival takes full responsibility for the submitted material from the moment it is received till it is returned to the owner or entrusted with a transport agency to return it. The organizer promises to return all films within one month after the Festival.
8.9. The expenses of submitting films and the insurance of the package are covered by the participant. The expenses of returning films and the insurance of the package are covered by the organizer of the Festival.
10. Arrival and departure of Festival guests.
10.1. The organizer covers the part of expenses of residence in Lithuania (accreditation, catering, opening and closing party’s) for the participants and summoned guests during the above specified duration of the Festival.
10.2. Arrivals to the Festival start September 19, 2019. Departure – September 23, 2019.
10.3. Participants and summoned guests have to specify the date and time of their arrival beforehand.
10.4. Travel expenses to and from the Festival are fully covered by participants.
11. General rules.
11.1. The organizers of the Festival only resolve to screen the films on Festival programs.
11.2. Fragments of films (not more than 10% of the full length of the film or 3 min.) may be used in the advertising campaign of the Festival.
11.3. Information on studios, directors and their films that have been chosen for the Festival screenings will be published in the official Festival catalogue which is distributed among the participants as well as sent to mass media, embassies, international organizations and other interested organizations and individuals.
11.4. This regulation has been composed in Lithuanian and English. In case of any uncertainties concerning the interpretation of the text the Lithuanian version is determinant.
11.5. Participation in the International animation film festival Tindirindis in Vilnius involves complete approval of the rules and conditions stated in this regulation.
11.6. Issues that arise during the arrangement and the course of the Festival will be dealt with according to the laws of common sense.
