Article 1
Purpose of the Festival
The Avignon International Short Film Festival Fenêtre Sur Courts aims, in a spirit of friendship and conviviality, to highlight quality short films, with a view to promoting cinema and increasing visibility short film, to raise awareness among the public, particularly young people, about the process of film creation through screenings, debates and meetings with authors and professionals.

Article 2
Date and location of the Festival
The next edition of the Fenêtre Sur Courts Festival will take place from Thursday June 6 to 9, 2024 at the Rouge Gorge and the Utopia cinema in Avignon.

Section 3
Selection of films
The Fenêtre Sur Courts Festival selects the films which will be presented in competition. Each selected film will receive a participation diploma.

Only films meeting the following criteria may be selected:

- Only fiction films will be taken into account.

- Any natural or legal person (companies, schools, institutions, agencies) who have produced or co-produced a film in digital or analog video, or in photographic film (directing, filming, production or post-production) can register for the competition. production). Registration is carried out by the Producer or Director himself.

- Films entered must have a maximum duration of 15 minutes, credits included.

- Serve the purpose of the Fenêtre Sur Courts Festival as defined in Article 1.

- Films selected during previous editions of the Fenêtre Sur Courts Festival will not be selected.

Article 4
Subtitles
Films in a foreign language must be subtitled or dubbed in French. Subtitling costs are the responsibility of the producer.

Article 5
The Fenêtre Sur Courts 2024 Festival Jury:

The Fenêtre Sur Courts Festival designates the Selection Committee made up of personalities from the audiovisual, arts and media sectors, the President and the Jury made up of image, video and cinema professionals. This Committee will select the films sent to compete.

When drawing up the Prize List, the Jury votes by secret ballot. Decisions are taken by an absolute majority of voters in the first two rounds of voting and by a relative majority in the other following rounds.

The Jury is the only one capable of awarding the selected films, its judgment is indisputable.

The President and Director of the Fenêtre Sur Courts Festival attend the Jury's deliberations. They do not take part in the vote.

Anyone interested in the production or exploitation of a film in competition cannot be part of the Jury.

Article 6
The Fenêtre Sur Courts 2024 Festival Prizes:

The Jury must imperatively award in its prize list:

The Festival Grand Prize, Grand Jury Prize, Best Film, Best Director, Best Screenplay, Best International, Best European, Director Debut Director, Best Actor, Best Actress, Best Supporting Male, Best Supporting Female, Best Editing, Best Photo, Best Poster, Best Music, Best Costume, Best Drama, Best Thriller, Best Comedy, Audience Award.

A single film can only receive one of the Palmarès prizes. However, the Screenplay Prize and the Jury Prize may be, upon exemption from the President of the Fenêtre Sur Courts Festival Jury, associated with an Interpretation Prize.

Article 7
Compulsory indication

Any selected film must subsequently mention on all promotional media during its exhibition in all countries:

Article 8
Deadline for registration

The deadline for registration and sending the registration file and the film file is April 30, 2024.

Section 9
Registration of Films

To be valid, any registration file must include online pre-registration on the Festhome platforms https://festivals.festhome.com or on our site before April 30, 2024 and for each film offered:

1 - The registration form downloaded online and duly completed.
2 - The synopsis of the film. (15 lines maximum)
3 - 3 photos from the film in jpg or tiff.
4 - The sum of €50.00 for registration in all categories, or the sum of €15.00 per category.

The films are read by the selection committee using links submitted directly on the registration platforms.

Any film sent without having been previously registered will not be considered.

The list of selected films will be announced created in early May 2024.

Section 10
Delivery of items

The registration forms will be fully completed, the media correctly identified (box + DCP or DVD disc with the name of the director, producer, duration and title of the film) under penalty of elimination from the competition.

Files must be sent by regular mail or by followed letter with the mention “Non-commercial value” to the Clin D’Oeil Agency office at the address:

Article 11
Conduct of the Competition & Registration

Participants can consult the conditions and terms of participation and the rules online on the websites of Agence Clin D’Oeil or Festival Fenêtre Sur Courts 2024.

Each proposed film must be accompanied by the complete file and registration fees (€50.00 per film all categories or €15.00 per category) payable to Agence Clin D'Oeil before April 30, 2024. Entrance to the Festival for selected directors and an accompanying person is free during the Festival.

Section 12
Criteria for selection of works

A jury made up of personalities from the audiovisual, arts and media sectors will examine the different works selected in order to award one work per category.
During the pre-selection phase, the jury will focus its attention on the overall project, the creative approach and the technical means available to the production.

Article 13
The prevailing criteria for selection

Originality of the scenario - Creativity and artistic research - Quality and rendering of the image and sound - Research of sets and costumes.
The jury, made up of personalities from professional audiovisual, arts and media, will assess the artistic and technical qualities of the different projects presented by the participants. The decisions of the jury are sovereign and final.

Article 14
Selection supports for selection

The films will be sent via a link with the platforms mentioned above (Art. 9) and will be taken into account for selection and screenings. No other media or format will be taken into account.

Article 15
Broadcast support for selected films

If the film is selected, a version of the film must be sent before May 15, 2024 in unencrypted DCP (Digital Cinema Package) or with a Key Delivery Message (KDM) generated over the duration and all of the Festival theaters Fenêtre On Courts 2024, either with an unlocking/decryption/activation key, or on HD DVD depending on the planned screening location.
The copy will remain the property of the Fenêtre Sur Courts 2024 Festival. The DCPs and DVDs made available to the Fenêtre Sur Courts 2024 Festival are the financial responsibility of the competitors. Special precautions for screening films must be mentioned when registering, as well as when sending the DCP or DVD.


Article 16
- Freight forwarder costs, as well as screening and translation costs for films presented to members of the selection committee, with a view to their possible selection, are entirely the responsibility of the producers or authorized organizations.
- Transport and insurance costs for films, DCPs and DVDs on the outward and return journeys are the responsibility of their owner.
- The Fenêtre Sur Courts Festival covers the costs of shopping and insuring copies of the films selected in and between the official premises of the Fenêtre Sur Courts Festival and during the period from the reception of the films in the Agency's premises Wink to the screening of these same films.
- In the event of loss, theft, destruction or any other disaster that could affect the film, Festival Fenêtre Sur Courts 2024 will only be held liable to the extent of reimbursement of the costs of duplicating a new DCP or DVD.

Agence Clin D’Oeil cannot be held responsible for any loss or damage occurring during shipping.

Article 17
Prize giving
The results of the competition will be announced during an Awards Ceremony of the Fenêtre Sur Courts 2024 Festival on June 8, 2024.

Prizes in kind or in cash will be awarded during the closing ceremony to the recipients or one of their representatives.
In the absence of the winners, they will have until August 31, 2024 to collect their Prize from the.
After this date, the prizes can no longer be awarded and will be put back into play.

The award-winning films during this 2024 edition will automatically be programmed at the Selma International Short Film Festival (Alabama - USA). It will be imperative that the winning film be in English or with English subtitles. There will be no nude scenes or gratuitous violence. The selection committee may remove a film incriminating these scenes from programming in Selma.


Article 18
Information, publication of the prize list and usage rights ilization

The information collected by the Clin D’Oeil Agency benefits from the protection of the Data Protection Act, Law n°78-17 of January 6, 1978.
In accordance with the provisions of the said law, participants have, at any time, a right of access, rectification and opposition to personal data concerning them which can be exercised at any time by contacting the address electronic from the Clin d'Oeil Agency.

May be the subject of publications (texts, photos, video extracts or others) as part of the promotion of “Fenêtre Sur Courts”. As such, each preselected participant grants a free license to the Fenêtre Sur Courts 2024 Festival, to Agence Clin D’Oeil and its partners.

This free, personal and non-exclusive license will make it possible to publish, broadcast, represent (including to the public) the program, to exploit the right to reproduce photographs or broadcast a TV extract of less than three minutes in the context of communication of the Fenêtre Sur Courts 2024 Festival in the press, on television channels and on the Internet, in particular on the websites of the Clin D'Oeil Agency or the Fenêtre Sur Courts 2024 Festival and on partner sites, all without compensation.
It is understood that the organizers of the Fenêtre Sur Courts 2024 Festival and their partners undertake not to derive any direct income from said operations.

The results of the competition will be officially announced during a special evening which will take place on June 9, 2024. During this evening, the winning films will be broadcast, in whole or in part. The results will then be published on the Agence Clin D’Oeil website and that of the Fenêtre Sur Courts 2024 Festival, on partner sites, in the press, as well as in certain specialized magazines.

Article 19
Content and rights

The productions presented as part of the competition are subject to French laws governing copyright and intellectual property. Participants undertake not to use content of a pornographic, violent, discriminatory, xenophobic nature or that could harm human dignity or the rights of third parties, whatever they may be. The Clin D’Oeil Agency remains the sole judge in assessing the content of a project.

The elements used whatever they may be (videos, sound, music, graphics or others) by the participants in their production must be free of all rights. As such, the participant guarantees having obtained all the necessary rights and authorizations allowing him to participate in the competition and allowing L'Agence Clin D'Oeil and the Festival Fenêtre Sur Courts 2024 to exercise the rights of use previously described. The participant and the rights holders confirm the loan of a copy of the film sent in competition and will be able to provide proof if necessary.

In addition, the participant guarantees L'Agence Clin D'Oeil, the Festival Fenêtre Sur Courts 2024 and/or its partners against all actions, procedures, damages, costs, liabilities and expenses (including legal costs and reasonable fees of lawyer) which could be brought by any third party, for any reason whatsoever and in particular unfair competition or image rights (of people and property), against the Clin D'Oeil Agency, the Fenêtre Sur Festival Courts 2024 and/or its partners, regarding the program it entered in competition

Article 20
General provisions

Participation in the Fenêtre Sur Courts 2024 Festival implies adherence to these regulations and prior compliance with the pre-selection conditions.

The presence of the Directors/Producers whose film has been selected is desired.

The screening of the films will take place according to the programming established by the organizers of the Fenêtre Sur Courts 2024 Festival.

The decisions of the Fenêtre Sur Courts 2024 Festival organizing team and the members of the Jury, both in terms of pre-selection and the designation of the award-winning films, remain sovereign and final.

The Clin D’Oeil Agency and the Fenêtre Sur Courts 2024 Festival reserve the right to cancel the holding of the competition or the awarding of a prize, in the event of an insufficient number of registrations or relevant projects. The Director of the Fenêtre Sur Courts Festival has the power to settle all cases not provided for in these regulations.

The Fenêtre Sur Courts 2024 Festival, organized by
the Clin D’Oeil Agency - 2, rue Général Leclerc in Avignon,
is governed by French laws.

In the event of a conflict related to the competition, participants acknowledge that the conflict will be resolved in accordance with French laws and that only the Commercial Court of Avignon will have jurisdiction.
