FECIR - Rengo International Film Festival has nineteen editions and years of history, offering filmmakers from Chile, Latin America, and around the world a space for the dissemination, exhibition, and exchange of experiences and ideas. It promotes the creation of high artistic quality in cinema and audiovisual arts in all its forms, providing the commune of Rengo, the Sixth Region, and the country with a space for the appreciation, reflection, creation, training, and enjoyment of the art of cinema.

PARTICIPATION RULES FOR THE VARIOUS CATEGORIES 2024
1.- DATE AND LOCATION OF THE EVENT:
The iconic film event, celebrating its twentieth anniversary this year, will take place from November 25th to 30th, 2024, in the city of Rengo, as well as in venues located in Requínoa, Rancagua, Chimbarongo, Chépica, and Mostazal, in the VI Region of Libertador General Bernardo O'Higgins, Chile. The festival will feature both in-person and virtual activities.
2.- OBJECTIVES:
FECIR - Rengo International Film Festival has a history spanning nineteen editions, offering filmmakers from Chile, Latin America, and around the world a platform for the dissemination, exhibition, and exchange of experiences and ideas. It promotes high-quality artistic cinematic and audiovisual creation in all its forms, providing the community of Rengo, the sixth region, and the country with a space for appreciation, reflection, creation, education, and entertainment centered around the art of cinema.
3.- ORGANIZERS:
The twentieth edition of the Rengo International Film Festival is organized by FECIR Productions, Fundación Cultural Conecta Cultura, with the support of the Honorable Municipality of Rengo and other collaborating entities.
4.- OFFICIAL CATEGORIES OF FECIR 2024:
-All registered films must be spoken or dubbed in Spanish or subtitled in Spanish.
-Works that include inclusive adaptations for their screenings, such as audio description, sign language, among others, will be given greater consideration.
4.1.- INTERNATIONAL FICTION FEATURE FILM COMPETITION
We are seeking fiction feature films with a maximum duration of 150 minutes, including credits. Films can be produced in any country and in any format or medium. Works produced from 2023 onwards are eligible. Preference will be given to films that are premieres in Chile. Special consideration will be given to independent films and those of high artistic quality.
The official selection in this category will consist of a maximum of six films.
4.2.- INTERNATIONAL FICTION SHORT FILM COMPETITION
This competition is aimed at established filmmakers, young creators, film students and graduates, as well as independent filmmakers and professionals in the audiovisual field. Fiction short films with a maximum duration of 30 minutes, including credits, are eligible. Works can be produced in any country and in any format or medium. Productions made from 2023 onwards will be considered, with a special preference for short films that are premieres in Chile. Special consideration will be given to independent films and those of high artistic quality.
The official selection in this category will consist of a maximum of ten films.
4.3.- INTERNATIONAL CHILDREN’S ANIMATION COMPETITION
This competition is aimed at professionals in the audiovisual field, young directors, film school graduates, and independent filmmakers. We accept animated films exclusively for children, with a maximum duration of 30 minutes, including credits. Any animation technique can be used, such as stop motion, traditional 2D animation, digital cut-out, digital 3D, mixed media, among others. Films may be produced in any country and in any format or medium, as long as they have been made from 2023 onwards. Preference will be given to films that are premieres in Chile. Special consideration will be given to independent films and those of high artistic quality.
The official selection in this category will consist of a maximum of ten films. *For this category, it is mandatory that the films are either spoken in Spanish or dubbed into Spanish if they contain dialogues in a language other than Spanish.
4.4.- INTERNATIONAL AI-GENERATED SHORT FILM COMPETITION
This competition is open to young creators, students, and graduates of film schools, as well as independent filmmakers and audiovisual professionals with or without experience. Short films generated using artificial intelligence tools, either partially or entirely, in any genre (fiction/documentary/animation/digital/other) with a maximum duration of 10 minutes, including credits, are eligible. Films may be produced in any country. Productions made from 2023 onwards will be considered, with a special preference for short films that are premieres in Chile.
The official selection in this category will consist of a maximum of ten films.
4.5.- INTERNATIONAL VIDEODANCE COMPETITION
This competition is aimed at young directors, film students, film school graduates, independent filmmakers, and audiovisual professionals linked to dance. Videodance short films with a maximum duration of 30 minutes are eligible. Works may be produced in any country and in any format or medium, as long as they have been made from 2023 onwards. Preference will be given to works that are premieres in Chile.
The official selection in this category will consist of a maximum of eight films.
4.6.- INTERNATIONAL DOCUMENTARY SHORT FILM COMPETITION
This competition is open to filmmakers, producers, creators, film students and graduates, as well as independent filmmakers and audiovisual professionals. Documentary short films with a maximum duration of 30 minutes, including credits, are eligible. Works may be produced in any country and in any format or medium. Productions made from 2023 onwards will be considered, with a special preference for those that are premieres in Chile. Special consideration will be given to independent films and those of high artistic quality.
The official selection in this category will consist of a maximum of ten films.
4.7.- NATIONAL DOCUMENTARY COMPETITION
This category aims to highlight the best of the documentary genre in all its forms and approaches. Cinematic works in any format or medium, with a maximum duration of 120 minutes, including medium-length and feature films, are eligible. Films must have been produced from 2023 onwards. Special preference will be given to documentaries that are premieres in Chile.
The official selection in this category will consist of a maximum of ten films.
4.8.- NATIONAL COMPETITION FOR FILMS DIRECTED BY WOMEN
This national competition is for fiction short films directed exclusively by women. The category is open to experienced filmmakers, young filmmakers, film students, film school graduates or those from film workshops, independent filmmakers, and audiovisual professionals with works of a maximum duration of 30 minutes, including credits. Works produced from 2023 onwards are eligible. Preference will be given to films that are premieres in Chile.
The official selection in this category will consist of a maximum of ten films.
*Works with a gender perspective will be given special consideration. *Special consideration will be given to works from the O’Higgins region and other regions outside the Metropolitan Region (RM).
4.9.- NATIONAL SHORT FILM COMPETITION “REGIONAL PRODUCTION”
This national competition is for fiction short films with a maximum duration of 20 minutes, produced in regions outside the Metropolitan Region. Works produced from 2023 onwards are eligible, with preference given to those that are premieres in Chile.
The official selection in this category will include a maximum of ten films.
*Only filmmakers residing in regions of Chile outside the Metropolitan Region may participate.
*Special consideration will be given to the selection of a minimum of two films from the Libertador Bernardo O'Higgins Region.
4.10.- 15th REGIONAL SCHOOL MICRO-SHORTS COMPETITION 2024:
This regional competition is for "School Micro-Shorts" created by students, with a maximum duration of 5 minutes. All elementary and high school students from the VI Región del Libertador Bernardo O'Higgins are eligible to participate. The short films, referred to here as "Micro-Shorts," can be made in any recording format, such as cell phones, digital cameras, or others. The works can be fiction, documentary, experimental, animation, or other genres.
Registered students must be sponsored (supported and guided) by a teacher from one of the schools or high schools in the region. The stories in the works must be framed within one of the three themes: 1.- Environment 2.- Politics and Society 3.- Education and Culture
5.- GENERAL CONDITIONS FOR PARTICIPATION:
5.1. - Those interested in participating in the various regional, national, and international competition categories of this twentieth edition of FECIR must complete the registration form available on the official platforms. Once selected, the works will be part of the official program and may be screened at various parallel venues of the festival at the regional or national level during the event, which runs from November 25 to 30.
5.2. – The works must be sent to the address and within the deadlines established in points 8.1 and 8.2 of these rules.
5.3. - The works in competition must have been produced between January 2023 and the present. Works that have previously participated in the pre-selection or selection stages of this festival will not be accepted.
5.4. - Following the official selection for 2024, FECIR may use film excerpts for promotional purposes: up to two minutes for feature films of 75 to 150 minutes, up to one minute for short films and medium-length films over 10 minutes, and up to 30 seconds for short films under 10 minutes.
Additionally, still photographs may be used. FECIR's website and social media may include this graphic material, as well as any other promotional support deemed appropriate by the festival. If the producer does not provide these excerpts, FECIR reserves the right to extract one or more excerpts directly from the film for promotional purposes, both before and during the festival.
5.5.- FECIR may use excerpts of up to two minutes and photographs from winning films or those receiving a jury mention for promotional purposes once the festival has ended, and may continue to use them for as long as deemed necessary.
5.6. - COPIES FOR SELECTION For the submission stage of works for the different competitions, filmmakers may send their films through:
A) Access the website http://www.festhome.com register, upload their films, and send them to the 20th FECIR 2024.
Works selected for the Official Competition of FECIR 2024 must send their films in high-definition format via a download link for screening during the festival.
6.- JURY:
For the categories of International Fiction Feature Film, International Fiction Short Film, International Video Dance, AI Short Film, International Documentary Short Film, National Documentary, Films Directed by Women, Micro-shorts, and Regional Production, the jury will be composed of prominent figures from the audiovisual sector, arts, and culture at the local, regional, national, and international levels. Individuals with a direct connection to the competing works may not serve on the jury. In the International Children's Animation categories, the jury will consist of the general public, who may vote electronically or in person.
*The same film cannot receive more than three awards in its category.
THE JURY'S DECISION IS FINAL AND NON-APPEALABLE
7.- REGISTRATION OF FILMS:
7.1. - Works received that do not meet the general conditions of participation and pre-selection requirements will not be registered.
7.2. - Films in which any member of the Rengo International Film Festival organization is involved as a Director, distributor, and/or Producer will not be eligible to participate in this competition.
7.3. - For cases not covered in these rules, the interpretation will be at the discretion of the Organizing Committee of the 20th Rengo International Film Festival 2024.
7.4. - The registration of a work implies acceptance of these rules in their entirety, which includes the non-commercial exhibition of selected films during and after the festival. The films will be archived in the FECIR Cinematheque as part of the participant registry.
7.5. - No screening fees are paid for the competitions of this film festival, as each film will be eligible for cash prizes and/or goods and services from our collaborators. All films in the competition may be screened in person at the festival venues exclusively during the event days from November 25 to 30, 2024.
7.6. - By submitting a film, accepting the rules, and being selected in any of the competition categories of FECIR 2024, the applicant will be notified through the contact details provided on the registration form. From that moment on, it is agreed that the film cannot be withdrawn from the competition. By accepting the rules, the exhibition rights of the film are granted solely for purposes related to the 2024 edition in November 2024. After the festival, this agreement will become obsolete, leading to new agreements with the winners of each category or those participating in special screenings during 2024-2025.
7.7. - Winners in the different categories agree to include in promotional materials, press releases, and the credits of the winning film the text “20th Rengo International Film Festival Award 2024” or the Laurel/palmares indicating the prize obtained.
8.- SUBMISSION OF MATERIAL AND REGISTRATION deadline:
8.1 The material with the work(s) and all required information for pre-selection must be submitted no later than October 6, 2024, at 11:59 PM.
For the Regional School Microshorts category, the deadline is extended to October 31.
8.2 - The list of films selected for the Official FECIR 2024 Competition will be published on social media and on the official festival website http://www.fecir.cl and will be notified to the selected participants by phone and/or email no later than the last week of October.
8.3 - It is stated in these rules that the organization of the Rengo International Film Festival is exempt from any legal responsibility regarding the use of unauthorized content in the films, as well as licenses, copyright, exhibition rights, and/or any other rights related to their presentation, including music, photographs, texts, people, etc. Such issues are the sole and exclusive responsibility of the filmmaker or producer who registers the work in any of the festival’s competitions.
