International Film Festival
TERMS AND CONDITIONS OF COMPETITIONS:
Regional Entre Fronteras.
Feature Films, Short Films and University Short Films
(Misiones, Corrientes, Chaco, Formosa y Entre Ríos de Argentina; Uruguay; Paraguay y los estados de Paraná, Santa Catarina y Rio Grande Do Sul de Brasil.).
INTERNATIONAL: Short films.
1. Festival theme:
"Identity and Cultural Diversity".
We understand identity as a process of change and constant search, which nurtures cultural diversity and questions traditional icons. And we understand cinema as a reflection of peoples, their cultures and identities.
We understand cultural diversity as a force that promotes community empathy and enriches people's daily lives.
2. General conditions for participation in the Región Entre Fronteras contest:
Feature-length audiovisual works by filmmakers with verifiable residence in a region defined as "Entre Fronteras" (Across Borders / Between Borders) are eligible to participate in this competition. The "Entre Fronteras" region is defined as the region comprising Northeastern Argentina (Misiones, Corrientes, Chaco, Formosa), Southern Brazil (State of Paraná, Santa Catarina, Rio Grande do Sul), Uruguay and Paraguay.
Feature Films Entre Fronteras: Minimum length: 60 min. Audiovisual works must have been completed between June 2020 and June 2025.
Entre Fronteras Short Film: Maximum length: 15 minutes. Audiovisual works must have been completed between June 2023 and June 2025.
Entre Fronteras University Short Film: The production must be entirely produced in the university environment with the participation of students, graduates, teachers or non-teaching staff of national and international universities and audiovisual media schools. Producers or directors must, by means of an affidavit filled out at the time of registration, prove that they have the rights to exhibit their works, being exclusively responsible for any claim and exempt the festival organization from any civil or criminal liability.
Maximum duration: 15 minutes. Audiovisual works must have been completed between June 2023 and June 2025.
Accepted genres: fiction, animation, documentary, experimental (video art, video dance, essay, etc.).
Formats: Video in .MOV or .MP4 file, 1920x1080p or 1280x720p, 25fps or 30fps, Codec H264 or DCP. (Presentation in other formats or video systems requires the prior and express authorization of the Festival organization).
Language: Spoken in spanish or subtitled in spanish.
Incompatibilities: each short film may only apply to one contest.
3. General conditions for participation in the International Competition:
International Short Film Competition: Audiovisual works of short films from any part of the world, including Argentina, may participate in this competition.
Accepted genres: fiction, animation, documentary, experimental (video art, video dance, essay, etc.).
Formats: Video in .MOV or .MP4 file, 1920x1080p or 1280x720p, 25fps or 30fps, Codec H264 or DCP. (Presentation in other formats or video systems requires the prior and express authorization of the Festival organization).

4. Deadline and forms of registration:
Those interested must register from May 5 to June 30, 2025, inclusive; online through the link at www.oberaencortos.ar, where the audiovisual work can be uploaded. Submission of the material implies acceptance of the rules.
5. Preselection:
a. 10 short films will be pre-selected for participation in the competitive screening for each short film competition.
b. Five feature films will be pre-selected for participation in the competitive screening of Feature Films Across Borders.
c. The pre-selection will be in charge of a pre-selection jury appointed by the General Coordination of the "Oberá en Cortos" Festival.
d. Notification of classification will be made via e-mail and telephone to each of the pre-selected films, and will be published on the Festival's website.
6. Sending materials for competition:
a. The sending of the material in high quality must be informed via e-mail to oberaencortos.audiovisual@gmail.com communicating the date of sending and the means used so that the film arrives safely and on time to the Festival before September 1.
b. Screening copies arriving at a later date will be out of competition.
7. Press and dissemination:
a. Short-listed participants should send press materials and photos, with the objective of being disseminated to the press and invited guests.
b. In order to promote the program and each of the selected films, the pre-selected participant will authorize the Festival Oberá en Cortos y Largos to use photos and fragments of the short films of up to 60 seconds.
c. The directors or members of the team must be available to arrange interviews with local media in order to publicize their work.
8. Participation of filmmakers:
Questions concerning guest filmmakers, the conditions of their stay and accreditation at the festival will be decided by the General Coordination of the Festival.
a. The directors of the films pre-selected to compete in the contests may be invited to the city of Oberá, Misiones, to accompany and promote their works. Lodging, food and transportation will be covered by the Festival, according to budget availability. Any other expenses incurred by the accredited person are strictly at his/her own expense.
b. The conditions of the invitation will be notified by e-mail and will only cover one member for each work. This member must appear in the technical file and credits of the short film, as part of the technical or artistic team.
9. Festival Jury:
a. The official jury that will be in charge of selecting the winners in the different contests of the Festival will be made up of personalities (provincial, national and international) representing the audiovisual, artistic, cultural and academic fields, chosen by the Festival's coordination.
b. Public vote: the public present will cast a vote through a ballot box or other system of the Festival's choice.
c. The decisions of the jury with respect to the award shall be final.
d. The names of the members of the jury will be announced in due course.
e. The official minutes with the results will be handed out at the Closing Ceremony of the Festival.
10. Awards:
Entre Fronteras Contest:
Feature Films: "Cacique Overá" statuette for the best work in each contest. And a cash prize of $1,200,000 (one million two hundred thousand pesos).
Short films: "Cacique de Overá" statuette for the best work of the contest. And a cash prize of $800,000 (eight hundred thousand pesos).
University Short Films: Statuette "Cacique de Overá" to the best work of the contest. And a cash prize of $400,000 (four hundred thousand pesos).
International Short Film Competition: "Cacique de Overá" statuette for the best work in the competition. And a cash prize of $800,000 (eight hundred thousand pesos).
11. Copyright and Creative Commons license:
The right of authorship is non-transferable, all the material (texts, photos, documents and short films) presented in the call for entries belong to their authors, who will be mentioned in case of exhibition or diffusion for cultural and/or educational non-profit purposes within the framework of activities and audiovisual spaces where "Oberá en Cortos y Largos" participates as organizer or guest.
The festival will adopt a Creative Commons license: Attribution-NonCommercial-NoDerivatives. This license allows third parties to circulate your short film on a non-profit basis, respecting the copyright and the integrity of the work. More information at: http://creativecommons.org/
The materials submitted to the festival for participation and exhibition are the property of their authors; if any participant violates the copyright, he/she will be disqualified.
12. Compliance Agreement:
The registration authorizes the Festival to exhibit, disseminate, publish and archive, for cultural and/or educational non-profit purposes, their audiovisual works in exhibitions and exhibition spaces organized or participated in by the Festival.
By submitting your work, you agree and accept the terms and conditions of the "Oberá en Cortos por la Identidad y Diversidad Cultural" Contest.
The organization reserves the right to suspend or modify the rules and conditions of the competition. Should this occur, participants will be notified.
