The "El Bujío" Cultural Association of Segura de León (Badajoz), in its spirit of paying homage to and remembering Andrés Oyola Fabián, neighbor and friend of our people, tireless researcher and disseminator in the social and human sphere, organizes , in collaboration and with the support of the Segura de León City Council and the Badajoz Provincial Council, the Third Edition of the “Andrés Oyola Fabián” International Historical and Social Documentary Festival (OFFCINEDOC)”

Once the participating works have been received and provided that they comply with the aspects set out in the Rules, a selection of them will be made by the organization and they will be transferred to an international jury made up of professionals from the audiovisual field and from different subjects related to the general culture, as well as other members that we will call "popular jury", who although they are not professionals in the field, have sufficient criteria to assess the selected works, understanding that in this way, a fair assessment will be made that will encompass both the technical, such as the cultural value and knowledge provided by the work.

Depending on the number of works presented and selected, different projections will be made during the week of August 19 to 24, outdoors and totally free for attendees.

To end the Festival, we will celebrate the Closing Gala on Saturday, August 24, in which the Prizes will be awarded to the winning works and we will have a live musical performance among other activities.

Cash Prizes: 3,500€

SHORT DOCUMENTARY CATEGORY

– OFFCINEDOC Award, endowed with five hundred euros (500 €), to the Best Documentary Short Film.

LONG DOCUMENTARY CATEGORY

– OFFCINEDOC Award, one thousand euros (1000 €), for the Best Long Documentary.

SPECIFIC AWARDS

– BUJÍO Award, five hundred euros (500 €), for the Best Documentary from Extremadura (documentaries directed by Extremaduran authors, produced by production companies based in Extremadura, or of which at least three quarters were filmed in Extremadura).

– CASTILLO Award, five hundred euros (500 €), for the Best Research and Analysis Documentary.

– ENCINA Award, five hundred euros (500 €), for the Best Documentary on Women, Gender and Equality.

– ZARAGÜEYO Award, five hundred euros (500 €), for the Best Documentary of Denunciation and Protest.

RULES AND CONDITIONS FOR APPLICANTS

1- We define the social and historical documentary form broadly, as an audiovisual production, fiction or non-fiction, whose primary aim and purpose is to show, analyze, describe, explain or interpret, within a didactic or pedagogical orientation, the ways of life of a human group, past or present, in its multiple ethnological expressions, with a particular ethical commitment to the great diversity of contexts, cultural aspects, historical circumstances, acts of reivindication and protest, or diversity of political, economic, religious, aesthetic or symbolic realities, among others, of the world and its plurality.

2- Participation in the Festival will be open to all those audiovisual documentary productions made between 1 March 2022 and 1 March 2024, and they must comply with the minimum and maximum duration established for each of the three sections proposed in the «competition categories». Works presented in previous editions, those made by people involved in the organization, those that have a touristic, advertising, commercial or business orientation, or those that uncritically promote or disseminate speeches or thoughts of hatred and discrimination towards other groups will not be accepted, the Festival organizers being the only ones with the power to reject any work that they consider matches any of these restrictions or other similar, yet not specified, ones.

3- Each director may submit up to a maximum of two works for each of the categories proposed for the Festival.

4- The films must be presented in their original language and include Spanish and English subtitles, regardless of the original language. The subtitles must also be adapted to the sociolect being translated, and must be minimally intelligible. Digitally self-generated or automatic subtitles are not allowed. The lack of clarity in the translation, or the use of automatic subtitles, may result in the exclusion of the work from the selection process. Subtitles should be embedded and included in the digital file of the documentary with a font size between 48 and 72 points, or they may be attached in an SRT file with the same font size. Failure to present subtitles in an appropriate size may also result in the exclusion of the work for selection.

5- The organizers reserve the right to admit a film, after consulting with jury of each edition, and will issue a notice informing of its decision to those directors who request it through the official Festival platform.

REGISTRATION

6- Directors may submit their work from 1 March to 30 April 2024. Any work submitted after that date will be rejected. Once registered, a film cannot be withdrawn.

7- All films should be registered online using the Festival’s website (https://www.offcinedoc.com), using the relevant links and according to the instructions included there. Alternative ways of registration will only be provided in circumstances of force majeure and after consultation with the organisers. In case of rejected entries, the organisers will inform the directors of the reasons for non-compliance and rejection during the week following receipt of the work, in order to allowing directors to rectify any possible errors within a period of no more than three days of notifying the interested.

SELECTED DOCUMENTARIES

8- The directors of the works or, in their absence, their representatives, will be informed by 20 July about their possible selection for the Festival, at which point they must provide within 15 days the information for cataloguing and programming, including the press dossier, representative photo-films, trailers or slides, as well as the completed form authorizing the Asoc. Cultural El Bujío, to show their work to the public, whether it has won an award or is part of the official selection.

9- The works that make up the official selection will become part of the "Andrés Oyola Fabián Audiovisual Archive", created ex profeso in the House of Culture of the same name, in Segura de León, and the director of the work must necessarily, upon registering, authorize its deposit for private consultation, for research, or for didactic and pedagogical purposes. Likewise, these works may be used by the Festival organization for cultural purposes, presentation, dissemination, or in non-profit educational programs.

10- The Festival organization may create parallel sections outside of competition with material that was not selected but which it nevertheless considers of cultural interest, in that case issuing a certificate of projection in which the audiovisual work is credited. Likewise, works presented in previous editions, those made by people involved in the organization, or those with a touristic and advertising orientation may be screened, if the organization deems it convenient in light of their interest or quality, even without being eligible for the Festival awards.

COMPETITION CATEGORIES

11- The International Festival of Historical and Social Documentary «Andrés Oyola Fabián» is divided into two categories of competition, based on the duration of the works. “Short documentaries” must have a minimum duration of 5 minutes and may not exceed 19’59”. On the other hand, «Long documentaries» must be at least 20 minutes long, with no maximum limit. The realization and media used will be freely chosen by the authors, although the audiovisual format of the works submitted must be in .mp4 (H.264) or .mov, with an HD resolution of 1920×1080 pixels, which is not an obstacle for the technical quality to be positively valued for the acceptance of the works or for the prizes of the contest. The maximum length of the works in each of the categories includes the presentation of headers, opening sequences, acknowledgements, credits, or any additional information to be included in the documentaries.

DELIBERATION OF THE JURY AND AWARDING OF PRIZES

12- The Festival Jury reserves the right to declare any of the prizes in the corresponding categories void. None of the prizes may be awarded ex aequo. Only two prizes may be won within the same category. There will be no distinctions parallel to the awards in the form of diplomas, second prizes, accreditations, or similar.

13- The jury will be composed of different personalities from the world of cinema, history, anthropology, humanities, audiovisual communication, as well as by representatives of the local population and the Festival organisation, the latter being those who select the jury for each edition, which in turn must be composed of a minimum of 60 and up to a maximum of 120 members between Technical-Audiovisual Jury, the Historical-Anthropological Jury, and the Popular's Jury. The Jury will have an international profile, equitable in terms of its gender composition and plural in terms of its thematic specializations.

14- The works will be reviewed by the members of the Jury, anonymously and in groups of three, before the screening of the films, submitting to the organization a reasoned evaluation and scoring report before the end of June.

15- The amount of the awards will be given by the organization as a bank transfer. The prize winners will cover any banking or transfer charges.

16- It will be a sine qua non requirement to be present at the awards ceremony, which will take place on the last day of the festival, at the «closing gala». Those directors who, due to force majeure or geographic conditions, cannot physically attend the awards ceremony, may, after notifying the organization and justifying their reasons, send a thir part to represent them. If any of the awarded directors is not present that day, or does not delegate his/her presence, the prize will be reduced to half of the total amount, the rest being used for the organization of future editions of the Festival.

17- The organization will notify the winners of each category in advance. The organization will also reserve, if possible at a lower cost, tourist accommodations in the town, or nearby towns, for the authors of the winning works, as well as for those members of the jury who wish to attend. The possible expenses derived from travel, accommodation and meals for the physical collection of the prizes, or for the attendance of the jury to the screenings, will be assumed by the interested participants, with the organisation of the Festival acting as mediator in order to find the best options.

OTHER CONSIDERATIONS

18- The organization of the Festival will be authorized to use a fragment of the selected works for its public dissemination in the media. This trailer will be made by the authors themselves must be provided to the organizers once they know their work has been selected. Trailers must be less than a minute long for Short Documentaries, up to two minutes in the category Medium-length Documentaries, and up to three minutes for Long Documentaries. Likewise, the organization reserves the option to screen the works in person or online, depending on the social and health circumstances at the time of the Festival.

19- The directors of the works presented will be the ones to respond to the reliable authorship and originality, exempting the organization of the Festival from any responsibility regarding plagiarism, the content, or any any other legal matter arising.

20- The participation in the Festival through the inscription will suppose the full acceptance of the general conditions/bases of the contest, corresponding only to the organization the interpretation, application and appeal of the same. 21- The rules will be published in Spanish and English. For any problem arising from its interpretation, the Spanish text will be taken as a reference as, ultimately, the existing Spanish legislation relating to this matter.
