Founded in 2010, China International New Media Short Film Festival (hereinafter referred to as “CSFF”) is the only nationally-recognized international short film festival in China, which is hosted by National Radio and Television Administration and Shenzhen Municipal People’s Government, supported by China TV Artists Association, Radio and Television administration of Guangdong Province, organized by Culture, Radio, Film, Tourism & Sports Administration of Shenzhen Municipality, Guangming District People’s Government of Shenzhen Municipality and Shenzhen Media Group, and executed by Shenzhen Shenguang Media Co., Ltd.

The CSFF aims to encourage the creation of outstanding new media short films across the globe, to seek and support young film and television talents, to incubate high-quality film and television creative projects, to facilitate the integration and development of film & television industry and new media industry, and to promote cultural communication, exchanges and cooperation internationally. 

The 12th CSFF will be held from 5 December to 12 December 2021 in Shenzhen.

Chapter 1 The Regulation of KingBonn Awards

1. About Competition
1.1 The KingBonn Awards (Short Film Director Supporting Program) is an important competition of the CSFF, which aims to encourage the creation of excellent new media short films across the globe, discover and support film-making talents, incubate high-quality innovated film and television projects, build an international platform for professional communication and promote the development of new media short film culture.

1.2 The Main Competition Unit is open to outstanding short film directors from all over the world. The College Student Competition Unit is specifically open to domestic college student. At the same time, the CSFF Organizing Committee sets up special themed activities according to different years, which shall subject to the announcement of the current year.

1.3 This Regulation is applicable to the KingBonn Awards (Short Film Director Supporting Program) Main Competition Unit and College Student Competition Unit. Unless otherwise stated, the provisions of the special themed activities shall be implemented regarding this Regulation.

2. Requirements for Entries
2.1 The entry must not contain or involve (including text, dialogue, music, monologue, scenes, background, etc.) content that contravenes the laws and regulations of the People's Republic of China; must not contain or involve content that is related to religious, racial, or ethnic discrimination; must not contain or involve content that is related to pornography, violence, drugs, and gambling; must not plagiarize or infringe the copyright of others.

2.2 The entries for the CSFF KingBonn Awards (Short Film Director Supporting Program) must be directed or co-directed by the applicant himself/herself. Co-directors can jointly apply for the competition. Applicant should confirm to have full copyright of their short film and guarantee that the music, script, subtitles of dialogue and monologue, and all other contents included in the short film are copyrighted, or legally authorized by relevant right holders. The Organizing Committee assumes no legal liability arising from copyright issues, which shall be borne by the applicant. The Organizing Committee reserves the right to disqualify the applicant and withdraw the supporting fund, trophy, and certificate in the case of disputes over the copyright of the shortlisted entry.

2.3 The film and television organization, producer, distributor, or related organization of the submitted short films is obliged to ensure the legal compliance of the short film and the authenticity of the submitted materials. If the materials are verified to be inconsistent with the actual situation, CSFF Organizing Committee has the right to disqualify the applicant and withdraw the supporting fund, the trophy, and the certificate.

2.4 The Organizing Committee will not pay for the mailing and insurance costs of the short film and related materials, and shall not be liable for the loss or damage of the short film in the mailing process or for any data loss or damage caused by force majeure. Mailed DVDs, flash disks, and other related materials will not be returned, and applicants are required to keep their own backups.

2.5 For any entries under review of the CSFF, an application cancellation will not be approved.

3. Selection
3.1 The CSFF KingBonn Awards (Short Film Director Supporting Program) Selection consists of three stages: the sea selection, pre-selection, and final evaluation. During the period of the sea selection, the Selection Committee will review the qualification of the entries, and recommend the short films for both pre-selection and the CSFF International Short Film Screening. Pre-Selection Committee will select the final shortlisted entries for each competition unit and the International Selection Committee will select the winner of each award.

3.2 The judges of the Sea Selection Committee, the Pre-Selection Committee, and the International Selection Committee are composed of experts, scholars, film critics, directors, screenwriters, actors, and other professionals in the film & new media industry. The judges should perform the duties in accordance with the selection rules formulated by the Organizing Committee.

4. Shortlist for the Competition Units and the International Short Film Screening
Under the safety prevention of COVID-19 premise, directors of the finalists of the CSFF KingBonn Awards will be invited to participate in the activities of the CSFF during the current year in Shenzhen. The Organizing Committee will cover the accommodation fees and the round-trip transportation fees for one director of each finalist.  In the case of co-directing, the Organizing Committee will cover the expenses of only one person. The invitation cannot be transferred to a third party.

5. Results Announcement
The winners of each award of the CSFF KingBonn Awards will be selected by the International Selection Committee, and the results will be announced at the Award Ceremony of each year. The CSFF official website and the CSFF official screening platform (including the APP) are the designated platforms for the release of the winners.

6. Awarding
6.1 Winners of the CSFF KingBonn Awards will obtain supporting funds, trophies, and certificates issued by the CSFF Organizing Committee, the priority to be recommended for major international festivals and other resource support.

6.2 The supporting funds shall be used for the creation of the selected director's next work and must be received by the selected director himself/herself. The selected director should sign the Bonus Payment Agreement with the CSFF Organizing Committee and provide the materials required for receiving the supporting fund. The personal information provided in each material must be consistent with the selected director himself/herself. In the case of co-directing, work-for-hire, or other agreed rights holders related, the selected director shall negotiate with the related parties separately after receiving the supporting funds.

6.3 In the case of co-directing, the certificate will be awarded to each director, while there is only one trophy and the amount of the supporting funds remains unchanged. After receiving the accurate materials from the selected director, the CSFF Organizing Committee will abide by the relevant provisions of the Regulations for the Implementation of the Individual Income Tax Law of the People's Republic of China and pay the actual amount after deducting individual income tax.

6.4 The trophy and certificate will be presented at the Award Ceremony of each year. If the winning director cannot attend the ceremony, the trophy and certificate will be kept by the CSFF Organizing Committee. Once required to mail, the director should afford the cost of mailing on his/her own, and CSFF Organizing Committee will not be responsible for any loss or damage to the trophy or certificate due to mailing.

7. Others
7.1 In case of litigation regarding an application, the disputes shall be submitted to the People’s Court in Shenzhen, China.

7.2 The organizing committee of China International New Media Short Film Festival reserves the right to revise this Regulation, including the rules, terms, and other relevant provisions.

7.3 This Regulation is effective immediately upon publication. Any group or individual who submits a short film and registers for the competition is deemed to have understood and agreed with the above terms and instructions.

7.4 The CSFF Organizing Committee reserves the right of final interpretation of this Regulation.

Chapter 2 Copyright Rights Statement

Article 1 Declaration of Ownership
The entries for the CSFF KingBonn Awards (Short Film Director Supporting Program) must be directed or co-directed by the applicant himself/herself. Co-directors can jointly apply for the competition. Applicants should confirm to have full copyright of their short film and guarantee that the music, script, subtitles of dialogue and monologue, and all other contents included in the short film are copyrighted, or legally authorized by relevant right holders. The Organizing Committee assumes no legal liability arising from copyright issues, which shall be borne by the applicant. The Organizing Committee reserves the right to disqualify the applicant and withdraw the supporting fund, trophy, and certificate in the case of disputes over the copyright of the shortlisted entry.

Article 2 Information Disclosure
Applicants applying for the KingBonn Awards (Short Film Director Supporting Program) are deemed to have agreed to authorize the Organizing Committee of the CSFF and its executive organization a long-term free license to publish and disseminate the synopsis, stills, photos of the production team, and other relevant information on CSFF official website: www.csff.com.cn, CSFF official screening platform: https://csff.cutv.com (including the APP), newspapers, radio, television, internet, mobile phones, and other media, printed materials and publications. Once the entry is submitted, the applicant is deemed to have consented to the disclosure.
 
Article 3 Editing and Promotion
Applicants applying for the KingBonn Awards (Short Film Director Supporting Program) are deemed to have agreed to authorize the Organizing Committee of the CSFF and its executive organization a long-term free license to edit and use all or part of their short films.
 
Article 4 Non-profit Screening
Applicants applying for the KingBonn Awards (Short Film Director Supporting Program), unless otherwise specified, are deemed to have agreed to authorize the Organizing Committee and its executive organization to screen their works offline in public places such as cinemas, universities, and squares; and to upload their short films to CSFF official screening platform: https://csff.cutv.com (including the APP) or third-party platforms in cooperation with the Organizing Committee and its executive organization. The Organizing Committee shall provide necessary protection for the copyrights of the short films as well as the rights of the directors, and the applicants agree not to charge any fees for the aforementioned acts of authorization.

Article 5 Copyright Management and Development
The short film directors shortlisted for the KingBonn Award (Short Film Director Supporting Program) and selected for the International Short Film Screening, are deemed to have agreed to authorize the Organizing Committee of the CSFF and its executive organization to exercise all the property rights of authorized works other than the copyright-related personal rights (including but not limited to the rights of information network transmission, reproduction, distribution, rental, exhibition, performance, projection, broadcasting, filming, adaptation, translation, compilation, etc.). For details related to copyright management such as the commercial development, profit and sharing, the executive organization of the CSFF will discuss and sign a separate Short Film Copyright License Agreement with the selected directors and the copyright holders of the short film.
 
Article 6 Applicants who submit their short films and register for the competition are deemed to have understood and agreed with the above-mentioned terms and commitments regarding copyright issues, and would voluntarily assume the corresponding legal responsibilities.
 
Article 7 The CSFF Organizing Committee reserves the right of final interpretation of this Statement.
