The II INTERNATIONAL QUECHUA FILM FESTIVAL “CINEAYLLU” 2024, the only one of its kind in the country and in South America, dedicated entirely to disseminating Peruvian cinema in the mother language Quechua, also opening the cinema to and from school students and the general public .

. Carry out traveling screenings of community cinema in the Quechua Speaking communities of Arequipa and Velille – Chumbivilcas – Cusco, for children, adolescents and adults from the native communities.

1.- GENERAL OBJECTIVES

2.- DATE OF THE FESTIVAL
II INTERNATIONAL QUECHUA FILM FESTIVAL “CINEAYLLU” 2024, will take place from November 25 to 30, 2024, where we will pay tribute to the Quechua mother language and the original cultures.
3.- REQUIREMENTS TO PARTICIPATE.
3.1 The person responsible for the cinematographic and/or audiovisual works must
be over 18 years of age in all categories.
3.2 Cinematographic and audiovisual works whose producers and/or directors accept the rules stipulated in the rules and fill out the registration form online may participate.

3.4 Attach a viewing link of the cinematographic and/or audiovisual work that is available until the dates of the festival. If selected, you will be notified so that you can send a download link on drive, vimeo, wetransfer or another that allows downloading, complying the requirements.

4.- REQUIREMENTS FOR CINEMATIC AND/OR AUDIOVISUAL WORKS
4.1 All cinematographic and/or Audiovisual works must have the following projection format: MP4 (H264 codec). Resolution: 1920 x 1080 or higher.
4.2 Cinematographic and/or audiovisual works must have been produced between 2021 and 2024.

5.1 Cinematographic and/or audiovisual works may have 100% of the Quechua language and subtitles must be in Spanish.
5.2 Cinematographic and/or audiovisual works may have 50% of the Quechua language and 50% of any other language and must have subtitles in Spanish.

7.- CATEGORIES
7.1 FICTION AND DOCUMENTARY FEATURE FILM
Fiction and Documentary feature films will have a maximum duration of 90 minutes including credits.
Registrations will be made by the director, the producer or by the representatives of the feature film or distribution company.
7.2 FICTION AND DOCUMENTARY SHORT FILM
Short films will have a maximum duration of 20 minutes including credits.
Registrations will be made by the director, the producer or by the representatives of the short film or distribution company.
7.3 FICTION OR DOCUMENTARY SHORT FILM MADE BY SCHOOL FILMMAKERS (AGES 6 TO 18)
The filmmakers in this category must be primary or secondary students, integrating the entire production team, such as director, screenwriter, cameraman, photographer, actors, actresses and editors, with the guidance and support of a responsible teacher or parent. of family.
Short films will have a maximum duration of 20 minutes including credits.
Registration will be carried out by the responsible teacher, parent or school director.
7.4 MUSIC VIDEO
Music videos will have a maximum duration of 5 minutes.
Music videos can be in any musical genre, but with Andean or cultural themes and proposals.
Registrations will be made by the director, producer, group, artist or representatives of the music video.
8.- SELECTION CRITERIA
The selection committee and the Jury will evaluate the following aspects:
• Cinematographic and/or audiovisual works may have 100% of the Quechua language and subtitles must be in Spanish.
• Cinematographic and/or audiovisual works may have 50% of the Quechua language and 50% of any other language and must have subtitles in Spanish.
• Management of cinematographic language and narrative proposal.
• The artistic and aesthetic quality.
• The creativity and originality of the work.
Once the pre-selection and selection process is completed, participants will be notified in a timely manner by email, and it will be published on the festival's official platforms.
If the cinematographic work has been selected, you must send the official trailer of said work.
Once the audiovisual or cinematographic work has been selected for any of the categories, it cannot be withdrawn.
The applicant cinematographic and audiovisual works must have been completed as of 2021.

10.- REGISTRATION:
Registrations can be made from the date of the call's launch, from July 22 to October 26, 2024 until 11:59 p.m., Peru time.
Applications will be made through a virtual registration platform or form.
11.- PRESELECTION:
Once the application period is over, the festival's Pre-Selection Committee will review the requirements, documentation and visualization of the works and will announce the cinematographic and audiovisual works that make it to the OFFICIAL SELECTION, which will be projected in the different cinemas during the development. of the festival and later in the development of the festival the winners of each category of the II INTERNATIONAL QUECHUA FILM FESTIVAL “CINEAYLLU” 2024 will be announced.

12.- DEVELOPMENT OF THE FESTIVAL:

13.- THE JURY.
6.1 The Jury will be made up of three professionals in each category. The juries are from the fields of cinema, audiovisual, music, communication, Quechua and culture.

15.- IN-PERSON SCREENING
The cinematographic and audiovisual works of the official selection will be projected according to schedule.
The organization will decide the order and date of the screening. Likewise, the official festival programming will be notified in all the media available to the organization.

16. INTELLECTUAL PROPERTY
By presenting their cinematographic and/or audiovisual work, if selected, the participant authorizes its projection and transmission through the festival's virtual pages, such as; Facebook, Instagram and YouTube during the duration of the II INTERNATIONAL QUECHUA FILM FESTIVAL “CINEAYLLU” 2024, from November 25 to 30, 2024. Likewise, all film material presented may be used for strictly promotional purposes or for any other activity of a nature. non-profit social or cultural project that directly involves the II INTERNATIONAL QUECHUA FILM FESTIVAL “CINEAYLLU” 2024. Regarding this, the production companies will transfer the rights to public exhibition of their films, at no cost to the Festival Organization, such as community cinema, traveling projections.
The cinematographic and/or audiovisual works of official selection and winning works in the different categories will transfer the necessary rights for itinerant screenings of community cinema within the different regions and native communities of the country, as a promotion of the festival for the duration of 01 year, waiving to receive any type of compensation for this.
17. ACCEPTANCE OF BASES.
The presentation of my cinematographic and/or audiovisual work to the II INTERNATIONAL QUECHUA FILM FESTIVAL “CINEAYLLU” 2024, implies the acceptance of these rules.
These bases are subject to possible modifications and/or annexes for reasons beyond the control of the organization.
