The FICSOR main objective to contribute to the struggle for recognition of the social, cultural and linguistic rights of the Deaf community. In this connection, we believe that this artistic event is an excellent opportunity to raise awareness of the cultural, linguistic, social and anthropological perspective of Deaf people.
Considering the framework agreement between THE ARGENTINA INTERNATIONAL DEAF FILM FESTIVAL (hereinafter referred to as "FICSOR"), and THE PRESENTING FILMMAKERS (hereinafter referred to as "ROP?"), the "CALL FOR SUBMISSIONS" (hereinafter referred to as the "CALL FOR SUBMISSIONS") invites producers with or without national and international resident background to participate in the "CALL FOR SUBMISSIONS" (hereinafter referred to as the "CALL FOR SUBMISSIONS").
2.- This CALL FOR SUBMISSIONS is intended for the submission of short, medium and feature films, national and international, related to Deaf culture and identity. Films that are not related to Deaf culture and identity will not be accepted. There will be no original language restrictions. All films must be submitted with Spanish subtitles for the realization of a FESTIVAL that deals with the culture and identity of Deaf people living in any country (hereinafter referred to as the "PROJECT"), in accordance with the quality and format requirements of the international market and as established in these RULES AND CONDITIONS (hereinafter referred to as the "RULES AND CONDITIONS").
3.- The FESTIVAL will take place from September 13 to 18, 2023.
4.- The FESTIVAL will take place in the Autonomous City of Buenos Aires, Argentina.
The PROJECT must be INDEBTED based on an original work or on adaptations or derivations of a pre-existing work, and in all cases, the PROJECTOR must prove the legal ownership of the rights necessary for the realization of the work object of the PROJECT, and in accordance with these RULES AND CONDITIONS.
6.- For the realization of the work that is the object of the FESTIVAL in question, whoever is the REALIZER, must possess all the rights for the use of the work that is the object of the PROJECT without time, geographic or exhibition media limits or be empowered to assign them under such conditions of use.
7.- PROJECTS that are continuations, prequels or sequels of FILMS, TELEFILMS or SERIES that have previously developed and/or produced another season will not be considered valid.
8.- The registration support of the work to be presented must be, not exclusively, but preferably the following: the resolutions are 1920 x 1080 or 1280 x 720 pixels, the formats Quicktimemovó mpg4 or h264 and codecs mpg4 or h264. Any type of video format will be accepted, with a suggestion to the above mentioned. subtitles may be overprinted or delivered in srt format.
9.- The mere presentation of the PROJECT by the PRESENTING REALIZER implies the knowledge and acceptance by the same of all the terms of these RULES AND CONDITIONS.
The purpose of the call for FISCOR is to promote and disseminate Deaf culture and the Deaf community, as well as to encourage the community's access to the production and enjoyment of cinema. In addition, it seeks to raise awareness about the rights and inclusion of Deaf people in society while generating content of public interest to be exhibited in audiovisual media. The PRESENTING PRODUCER may be a HUMAN PERSON or a LEGAL PERSON, but in both cases must prove legal domicile in the province of Jujuy for at least ONE (1) YEAR prior to the date of this CONTEST, and must be registered in said province or country, in the Public Registry of the Cinematographic and Audiovisual Activity of the INCAA (hereinafter referred to as "RPACA").
In order to participate in this CONTEST and to be able to access the online registration system of the "FISCOR online" platform, it is a condition to be registered in the RPACA. The PRESENTING PRODUCER who is not yet registered in the RPACA may do so in the free category of "Contestant".
If the PRESENTING PRODUCER is a HUMAN PERSON, he/she must prove residence in the province of Jujuy for at least ONE (1) year prior to the date of this CONTEST. To this end, a copy of the PRODUCER'S National Identity Card (front and back) must be attached, the date of issue of which must be at least ONE (1) year old in the province of Jujuy; and proof of registration with the AFIP (Tax Authorities) proving residence in the aforementioned province.
the PRESENTING PRODUCER, as condition for the signature of the contract, will have to present National Identity Document certified before Notary Public, Banking or Judicial Entity. In case of being a FOREIGN HUMAN PERSON, in addition to the aforementioned requirements, he/she must prove residence in the country for the last TWO (2) years, and have all the necessary legal permits related to his/her residence. To this end, a copy of the PRODUCER'S National Identity Card (front and back) must be attached. The date of issue of the National Identity Card must be at least TWO (2) years old.

If the PRESENTING PRODUCER is a LEGAL PERSON, in order to participate in this CONTEST it must submit a copy of the bylaws or corporate contract and its amendments duly registered with the Inspección General de Justicia (IGJ), under the Ministry of Justice and Human Rights of the Nation, as well as minutes or assemblies where the appointment of its authorities and the distribution of their positions can be seen. In the object of such bylaws, it must be stated that the LEGAL PERSON is engaged in audiovisual activities. In the respective BYLAWS, the date of incorporation of the LEGAL PERSON must be at least ONE (1) year old and the place of residence must be in the province of Jujuy. Likewise, it must submit proof of registration with AFIP (Tax Authorities of the Province of Jujuy) proving residence in said province. The address indicated in the Statute, in the AFIP proof, and in the Public Registry of the Cinematographic Activity of the INCAA, must be in the province of Jujuy.

In case of winning the CONTEST, the PRESENTING PRODUCER must submit all the above-mentioned documentation certified before a Notary Public, Bank or Judicial Entity, as a condition for the signature of the contract for the implementation of the prize, and also including a certified copy of the last balance sheet registered before the respective control body. In the event that the signatory is not the legal representative of the Company, a power of attorney with sufficient mandate and express powers of administration and disposition, duly certified, must be attached.
THE PRESENTING PRODUCER may not be the owner, shareholder, licensee, hierarchical personnel of a television channel or signal, or platform for the distribution and commercialization of audiovisual content through any means, under any circumstances.
11.- The CALL FOR PROJECTS shall open on the date of publication of this document and shall close on August 1, 2023 at 11:59 p.m. for submissions to the CALL FOR PROJECTS. PROJECTS must be submitted solely and exclusively online at the FISCOR website (https://www.ficsor.com.ar). Entries submitted after the deadline established by these RULES AND CONDITIONS will not be accepted. Once the deadline for submitting entries to this CALL for proposals has expired, an admission process will be carried out, and those PROJECTS that have presentation errors will have a period of FIVE (5) working days to correct them, after being notified by FISCOR through the platform www.ficsor.com.ar . If the respective errors are not rectified, the presentation will be considered as not admitted as of right. It is also clarified that these RULES AND CONDITIONS may be consulted on the web page www.ficsor.com.ar.
12.- THE FiCSor may not contain any type of commercial publicity during the artistic performance, only acknowledgment plaques or exchanges in the final credits being allowed. Likewise, the PRESENTING REALIZER must comply with the applicable advertising regulations in such plaques or exchanges.
13. The FICSOR Jury will be made up of renowned film professionals and the Deaf community. The Jury will be in charge of awarding prizes to the best works in each category. The awards will be announced during the closing ceremony of the festival.
FISCOR will appoint a Jury that will be composed of THREE (3) members who must be personalities of recognized trajectory in the audiovisual and/or cultural activity of the Deaf community and who will be in charge of choosing the best works in each category, considering all those submitted correctly to the CALL for entries.
15.- The Jury will be in charge of selecting the best works by evaluating and rating them according to the following criteria and scores:
A - Originality and creativity of the project: 0 to 50 points.
B - Background of the presenting producer, scriptwriter, director and artistic cast: 0 to 30 points.
C - Feasibility and production design of the project: 0 to 30 points.
D - Quality of contribution of the associated party and/or associated screen: 0 to 20 points.
E - Potential of the project (audiences, derivative products, new media): 0 to 10 points.
G - That the same project has been awarded in a previous INCAA development contest: 10 points.
H- That the 3 team leaders (Production, Script and Direction) reside in the province of Jujuy: 10 points.
16.- The awards will be announced by the Jury during the closing ceremony of the FESTIVAL.
17. The economic and intellectual property rights of the works will be the exclusive property of the PRESENTING REALIZER of the CALL, notwithstanding which the non-exclusive exhibition rights of the work are assigned to FISCOR during the FESTIVAL for the use of a still image and/or a fragment of the audiovisual presentation for broadcasting purposes.
18. The rights assigned in favor of FISCOR shall only be used for FIVE (5) days, the time FICSOR is held, as indicated in point three of this document. THE PRESENTING REALIZER, by its registration in the CONVOCATION, waives any claim related to the aforementioned assignment of rights.
19. The screenings may take place in movie theaters, cultural spaces, online platforms and in any exhibition media deemed pertinent, without exclusivity, always within the framework of the festival and with the purpose of promoting the works and the Deaf culture.
20. FICSOR, from the date of the respective contract for the implementation of the work, reserves the non-exclusive right of exhibition in exhibitions, festivals or any other dissemination activity at all times during the term of the celebration.
21. The FICSOR will be held on a non-profit basis, therefore, the PRESENTING REALIZERS and/or the works presented will not receive any type of payment and/or fees, for which they will not be able to make any claims.
06. REGISTRATION OF WORKS
Works may be submitted in the following ways:
Through the Google form available on the official FICSor website: www.ficsor.com.ar. The registration form must include the required information, a link to download or view the film with Spanish subtitles and complete the contact information.
Through the online platform Festhome, following the instructions and requirements specified in those platforms.
Through postal mail in a pendrive with the film with Spanish subtitles together with the registration form in PDF format (available for download at www.ficsor.com.ar) sent to Avenida Patricias Argentinas 171. 11th Floor. Caballito neighborhood. Autonomous City of Buenos Aires. Buenos Aires, Argentina. Postal code 1414.
The deadline for the registration of works is August 1, 2023. Works received after this date will not be considered for selection.
07. SELECTION
The FICSor Selection Committee will be in charge of selecting and programming the works that will participate in the different sections of the festival. Once the work has been selected, it cannot be withdrawn from the program. The decision of the Selection Committee will be final and unappealable. Those selected will be notified by e-mail
10. ACCEPTANCE OF THE RULES
The submission of a work to the FICS and the registration form implies knowledge and full acceptance of these rules and conditions, and cases not foreseen in these rules will be resolved by the festival organization. The pre-selection and/or selection of the works does not imply the obligation of exhibition by the festival.
