The BLEU PARIS Short Film Festival is an international festival open to all filmmakers, of all ages and backgrounds, whether professional or amateur. It aims to highlight the cinema themed by the blue color. And thus bring together all the aficionados of this wonderful shade.
The award ceremony will take place after the screening, in the presence of personalities from the member cities, members of the jury and other invited personalities.
Two prizes will be awarded: The Jury Prize and the Audience Prize.
Bleu Paris FCM reserves the right to remove or add a prize if the organization deems it necessary.
RULES
Section 1
The BLEU PARIS Short Film Festival is an international festival open to all filmmakers, of all ages and backgrounds, whether professional or amateur. It aims to highlight the cinema themed by the blue color and thus bring together all the aficionados of this wonderful shade. It is organized by the association Bleu Paris Festival de Court Métrage or Bleu Paris FCM, residing at 4 ter rue Victor Chevreuil 75012 Paris - headquarters of the association.
Section 2.
In order to facilitate the organization, participation is requested from filmmakers to submit their film.
• Early Birds: 10€ (July 1, 2024 - August 31, 2024)
• Normal: 15€ (September 1, 2024 - November 30, 2024)
• Late Birds: 20€ (December 1, 2024 - December 31, 2024)
This event is aimed at the public of all ages and backgrounds.
Section 3.
The costs of sending the films are the responsibility of the participants.
Section 4.
The short film must be on a digital medium downloadable, lasting from 1 to 25 minutes. A candidate can send several films but only one
film can be selected. For the selection, non-French-speaking works must be translated or subtitled in French. Any non-French-speaking
film selected for the festival must be translated or subtitled in French. The films will be definitively kept by the festival for archiving, the
participants will have to make a copy for themselves.
Section 5.
Each candidate declares to be the author or beneficiary of the work that will be the subject of the competition and to be the holder of all
literary, dramatic, artistic, audiovisual, iconographic and musical property rights. The participant guarantees the BPFCM against any
recourse or action that could be brought against them in any capacity whatsoever by any person who has participated or not in the
production of the short film and is likely to assert a right of any kind whatsoever. It will be up to the directors to comply with the
legislation in force in France. A ProRes version of the film selected in competition will be required. The use of free online tools to send
large files is recommended (Ex: WeTransfer, SwissTransfer, YouTube, Vimeo, etc…).
Section 6.
A pre-selection committee will be assembled by the festival organizers within the association. Any film received after the deadline will
not be reviewed. The members of the pre-selection committee will make a decision on the following criteria: production, script,
interpretation of the actors, image, sound, duration, subtitling. Discussions with opinion and counter-opinion will put an end to this preselection. The deliberations of the pre-selection committee are confidential and not subject to complaints.
Section 7.
The directors or producers will be informed by e-mail, only if the decision of the selection committee is positive.
Section 8.
The mere participation of each candidate in the competition gives the organizers, free of charge and without compensation, the right to
present the work, in its entirety or in the form of extracts, during public screenings for any purposes. Images or extracts of films may be
used for the communication of the next festivals. Participation in the festival implies the authorization of passage in the media, on
television and on the internet of film extracts. The participant declares and guarantees that the rights relating to the music broadcast in
the film are in the public domain, belong to the participant or have been acquired by the participant from the composers or collective
rights management companies (SACEM, SPPF, SCPP,…). We encourage participants to provide us with one or more of their social
networks, so that we can identify them in our publications.
Section 9.
The juries will be made up of volunteers with diverse sensitivities, including professionals from the world of visual arts. The jury will rate
the films presented in competition. An off screening will take place in a cinema room in the morning, in order to screen films that have
not been selected but have an artistic interest. These films will not be eligible for a prize.
Section 10.
The award ceremony will take place after the screening, in the presence of personalities from the member cities, members of the jury

Section 11.
In the event of Force Majeure beyond its control, the BPFCM reserves the right to cancel or postpone the event (no compensation may
be claimed).
Section 12.
Participation in the BLEU PARIS Festival implies full acceptance of these rules by the producer, director or their representative.
Section 13. Copyright and Intellectual Property
Participants are responsible for ensuring their films do not violate copyrights, trademarks, privacy rights, publicity rights, or any other
intellectual property rights. Any copyright infringement will result in immediate
disqualification.
Section 14. Liability
The festival is not responsible for any loss or damage to submitted works. Participants should retain a copy of their works prior to
submission.
Section 15. Promotion and Partnerships
Participants agree that their films may be used in the promotion of the festival, including but not limited to screenings at partner events,
publications on social media, and on the official festival website.
Section 16. Security and Privacy
All personal information collected during submission will be used solely for administrative and communication purposes related to the
festival. Data will not be shared with third parties without the explicit consent of participants.
Section 17. Entries and Selections
All entries must be submitted online via the festival's official website. Films selected for the official competition and Off screenings will be
announced on Instagram, TikTok, the official website and by e-mail.
Section 18. awards and Benefits
There are no monetary rewards planned as we are a small association. However, award-winning films will benefit from various
opportunities for distribution and visibility through the festival's partners.
